Mayor C. Ray Nagin, who proclaimed New Orleans "Choclate City" will see the largest out-migration of African Americans in the history of the United States, as he sits idly by and watches four major public housing units explode from dynamite blasts.
Major protests are expected this week, as desperate citizens try a lst ditch effort to save their homes and former communities....
