Blackwater says it was permitted to carry CS gas under its contract at the time with the State Department. According to a State Department official, the contract did not specifically authorize Blackwater personnel to carry or use CS, but it did not prohibit it.

"It is not allowed as a method or means of warfare," said Michael Schmitt, professor of international law at the Naval War College in Newport, R.I. "There are very, very strict restrictions on the use of CS gas in a war zone."

  • No rules in war!
    amaness
  • They're not soldiers, they're contracted guards and these rules don't apply. They serve no flag, specifically, only a company whose ownership happens to be in the U.S.. But of course, it's a complete accident that American citizens work for an American company who happens to do business in a warzone created by an American president. Total coincidence.
  • And even if they were in possession of CS, that doesn't mean they've actually used it on innocent people. It's not like they would do that... What do you think they do all day, drive around and shoot innocent Iraqis? Of course not!

But I can imagine a morbid tally sheet for a competition between the NRA nuts err... I mean contracted guards have posted in the employee lounge.
