I'm sure he was laughing because the 'sometimes people lost their jobs' jab was a ridiculous non sequitur, but the timing was reminiscent of Mr. Burns on the SImpsons cackling with glee at the misfortune of his employees. ...almost as awkward and ill-advised as the 'who let the dogs out' photo-op...
