Yank Sing is yummeh but $$$$$$. I'm linking you to Yelp for other customer reviews.
For good and cheap dim sum, go to just about any joint on Clement Street in SF. You can fill up for less than $5.
Dunno about O-town. -
technically it's daly city, but still better than anything in sf. (about a mile away from the colma bart station.)

I've been here once and I think it's really nice-especially sitting under the huge skylight in the Rincon center. My first (and last) time I had chicken feet.

Gold Mountain is my spot although it's best avoided on weekends and holidays (crazy, disorganized waits). There are a lot of patrons and plenty of carts so the food is generally fresh and delicious.

mmmm Koi Palace and Tong Kiang! They both have a good blend of traditional Dim Sum mixed with good eats that anyone can tackle.

I'm with JLow and Aschapm on this one-- Koi Palace. Be prepared for a long wait.
In the city, I like City View on Commercial Street. They validate parking in the Portsmouth lot too! Food is great and you rarely have to wait to be seated. -
The best Chinese food in SF ain't in Chinatown... it's all about the Richie-Richmond baby! Yet Wah is off the hook.
