The people of London are having mixed reviews on Ken Livingstone’s new proposal to place a £25 congestion charge on all vehicles emitting more than 225 grams of CO2 per kilometer. This would include the 4X4’s, higher emissions vehicles and vehicles registered before March 2001, the fee would apply each time they enter central London.

As an incentive, vehicles with the lowest carbon dioxide emissions will see a 100 percent discount. The CO2 charge will encourage people to switch to cleaner vehicles or public transport. In an effort to make people responsible for the environment, Mr. Livingstone’s policy is, the 'polluter pays'. Although most Londoners are displeased, expressing their views as this becoming another cash grab by the Mayor of London. Others support the green efforts and encourage it.

The congestion charge is said to take effect as of October, even though the number of vehicles entering central London is expected to decrease, the remaining vehicles in the zone is estimated to generate between £30 million to £50 million a year. Currently 33,000 vehicles are subject to the £25. The Mayor of London is looking at this new revenue as a foundation to begin planning a more green friendly London.
