This Baltimore peace officer flexes his strong arm of the law against a 14 year old skateboarder. I'm not sure what the kid did to set the cop off initially, but Officer Riviera doesn't appreciate being repeatedly called "dude" by young punks. Perhaps the precinct has an Anger Management program that might do him some good.

i keep seeing things like this i once skated and i understand there's places where u can't skate but screaming like this and being like this DUDE is not cool man...

Wow this cop has serious issues and to think we pay psychopaths like this to patrol our streets with loaded guns. Maybe he felt the need to strong arm that scrawny kid to ground because he is an over weight cop that has to drive a golf cart. I bet he beats his wife.

i sent a link to this video to the mayor and here's what i got back. i don't live there, so, i obviously can't confirm any of it, but seems like this video may have had the right impact.

Thank you for your email to Mayor Dixon. The video clip posted on
YouTube showed a Baltimore City police officer behaving in a way that is
not acceptable and not consistent with the principles of the Baltimore
Police Department. That officer has been suspended and will face
disciplinary action from the department. He could have and should have
handled the incident in a more professional manner.
Every day, nearly 3,000 men and women put on our uniform and work to
make Baltimore safer. The vast majority do their jobs with integrity,
courtesy, and a high degree of professionalism. When incidents like the
one in the video do occur, we work hard to deal with them quickly, and
the department is making every effort to prevent them through better
training for both new and veteran officers.
The Baltimore Police Department is committed to high standards of
personal and professional conduct, and both Mayor Dixon and Police
Commissioner Fred Bealefeld expect all officers to meet those standards.
