State to study how mass plug-in hybrids would affect utility grid.

This study would be redundant. It was already done by NREL and the utilities themselves. It was determined that if the vehicles were recharged off peak hours (overnight) there would not be a need for additional power capacity until there more than 80% of all cars and light trucks were PHEVs. There is that much unused capacity in the existing utility grid today - off hours!
This is why the utilities themselves are among the major proponents of these vehicles. Yes they would need to produce more power, but at a low cost to them as far as facilities and labor are concerned,
