"Cleaveland said that 90 percent of San Francisco's downtown commercial businesses are small businesses - not large corporations with deep pockets - and that these businesses would be severely hurt by Peskin's measure."
The way i see it, the time for carrots is over. And, how would this hurt small businesses?
