California's Assembly Public Safety Committee passed the anti-spanking bill, the first of a few hurdles before becoming law.
The bill would allow spanking with an open hand, but not a stick, a rod, a switch, an electrical cord, an extension cord, a belt, a broom or a shoe.
Violators could spend a year in jail, which has conservators rather upset.
