The Western Hemisphere Institute for Security Cooperation claims to teach citizens of Latin American countries combat training. But many graduates of the school, formerly known as the School of America, have been involved in assassinations, bombings, and torture.
It was initially established in 1946 in Panama, but was shut down in 1984 under the terms of the Panama Canal Treaty. The former Panamanian President, Jorge Illueca, stated that the School of the Americas was the “biggest base for destabilization in Latin America.”
It is now located in Fort Benning, Georgia.
