Potential Election Fraud in Pennsylvania

I could not help noticeing last night as the first 3% of votes came in they showed a 66% Clinton lead over Obama's 34%. This quickly shifted into a more even 54% to 46% as votes came in.
I found that VERY ODD!

What tally did those machine already have to start with before the first voter approached a machine?

When you build any system that conducts "mission critical business," like electing a president, you need to create enough safeguards to make sure that the process is secure. How secure is the voting process in Pennsylvania?
Almost 90 percent of Pennsylvanians will vote using touch screen voting machines that have no paper record of votes cast. Once you touch the screen, the machine can count your vote any way it's programmed. It can even give you a receipt indicating you voted for Smith and count your vote for Jones. These touch screens total their own votes, invisibly and without any outside checks. We can't watch and even if we could, we wouldn't know what to look for. Our election boards routinely sign contracts agreeing that the computer programs that count our votes are the trade secrets of the e-voting machine companies, no peeking. The companies even "refuse to promise that their products will work."

After Richard Brown, of the 5700 block of North 12th Street in Philadelphia showed up at his polling place at 6:55 a.m., it took nearly two hours for the machines to be either repaired or replaced, he said. In an affidavit cited in a failed-attempt to keep city polls opened later, Brown said he waited more than an hour for election officials to produce paper provisional ballots.
Voters at a polling place in the 49th Ward near the Fern Rock station had to wait two hours because of machine malfunctions, said Kathryn Bookvar, an attorney with the Advancement Project, based in Washington, who was in Philadelphia to monitor the election. Machine problems also were reported in West Oak Lane; Upper Darby, Delaware County, and Elkins Park, Montgomery County.
In Elkins Park, the problem was a machine accidentally powered down by a poll worker, said county spokesman John Corcoran.
In addition to the machine issues, "numerous" registration snafus were reported to the Committee of Seventy, said its election coordinator John David.
The bulk of those complaints have come from voters who switched parties and whose names did not appear on the rolls of the new party. The city has been inundated with calls, said David, adding: "It's swamping the voter-registration office."
In some instances, voters whose names were missing were not being offered provisional ballots, he said. -
The likely scenario is that only one or two of the precincts had reported votes. Some precincts finished 70-30 and even worse. This seems like an asinine accusation.

"asinine" Hey! That's a friendly way to communicate.
I am just putting the question out there because it looked odd to me. The hope was that others might chime in with information that could fill in a bit more info.
Or you could just call me an ass for having a questioning mind. Has that become an American Tradition? -
