Why should the cell phone party receiving the call pay the cost?

Today sent this to my Senators and Representative. Perhaps you will be inclined to do the same, or offer an alternvative method to bring this issue to light:

Change mobile phones from recipient pays to caller pays

We are the only country in the world, or at least the only large country, where the recipient of a call pays for the call. (Perhaps there are a few iisland nations who follow our example.) This has always been distasteful and contrary to logic. Presumably the large phone carriers prefer this method to further their income and the government has done nothing to change it.

Now that we have entered the world of cell phone spam, something must be done. Have you read this article in the New York Times:

It certainly demonstrates that I am not the only one thinking in this vein. Why should I pay for spam? For instance I have had 4 calls (@ 20¢ ea on my prepaid card!) in the past 30 days from the same party. Every time I've had to run to my phone sitting in another room to accept the call before it timed out. I was considering changing to another account that offers email and internet, but have now thought better. If this continues I will need to cancel my account with T-Mobile and demand a refund. But what good will that do? Whichever service I change to will have the same difficulty!

Each of these calls was reported to the Do Not Call number 888/382-1222. Nothing has been done!

And this is just the beginning of cell phone spam! In another few months there will be much more. (Happy I haven't yet received text msgs!)

Can you do anything to change this policy? Can I be of assistance?
