He quoted Gates saying Wednesday that we “need to figure out a way to develop some leverage and then sit down and talk with them.”

Bushs statement did not mention any names. He didn't accuse Hussein or Hillary of anything. Whatever Biden, Hussein, Pelosi and the rest wish to infer is up to them.
