As well this idiocy should be! This identification crap is so apartheid. And, so ridiculously redundant! We've already got enough means of instrusively identifying ourselves to the governement that is invading our privacy and limiting our rights needlessly. Birth certificates, social security cards, drivers licenses, student IDs, insurance ID, health service IDs, and finally death cetrtificates, to just name a few. This is insanity. Why does my government need to know who I am everywhere I am? And, don't give me protection against voter fraud. This is ruse is nothing more than a violation of my rights.
