Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.

Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’.

During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

Weather-modification, according to the US Air Force document AF 2025 Final Report, ‘offers the war fighter a wide range of possible options to defeat or coerce an adversary’, capabilities, it says, extend to the triggering of floods, hurricanes, droughts and earthquakes: ‘Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.’

    why is it that development seems to happen only in the name of war? we're always developing something but it's always for warfare.

  • Although this is an interesting theory, I feel your article does not include enough sources. I do believe however, that abnormal climate change can effect the severity of storms and natural disasters. But the notion that humans can control and manipulate the weather is a bit "far out" if you ask me.

  • If you read the article JanforGore you will see that it isnt saying climate change is a hoax it is merely saying that the US government has the capacity and technical knowledge to alter weather systems.
    And no, my comments do not state that Global warming is a hoax either, they merely put forward the possibility that if the US government has the capacity to alter weather systems then in terms of Hurricane Katrina, the Burmese cyclone and the Chinese earthquakes the Neocons had benefit from certainly the first 2. US troops setting a precident in policing homeland US and the Bush administration has been pushing for a regime change in Burma for years

  • If there is a seed of truth to this I think it adds a bit of Science fiction to our reality. I agree that why is it always for war and not the betterment of humanity? There are places that need rain. Why can't they help droughts? It's infuriating that technology has to be a hinderer instead of helping hand.

  • This might be true, but I dont think its totally operational. It probably AFFECTS weather, dont think it can control weather, at least not yet. Why would they want Katrina? It kinda sucked for the Bush administration. Burma, possible, right after the event the administration stated it might consider military action. The earthquake hit the industrial section of China, so possibly.

    But again, I dont think this program is completely operational or reliable. As I said before it can probably AFFECT weather but not create or control it.

    I like the idea of this, however I dont like the idea for it's use in war. I think we should wait til society is as peace before using this technology, last thing we need is another bad president at the controls of something like this.

  • One other thing, I have a client I work for who used to be a school teacher. Her former student has been one of the researchers who has been instrumental in this program.

    He was warning back in the 80's about what we are now experiencing in the weather manipulation, mind control, and energy weapons. They also had been warning of Global Warming.

  • Wait a second. I thought the Ho Chi Minh Trail was for the most part protected from the US military because of our ROE? That’s at least what my grandfather told me, who was a veteran of Korea and Vietnam. So what’s the point of bombarding the NVA with rain if you can’t bomb them with well, bombs?

    HAARP or the High-frequency Active Auroral Research Program is the "Premier facility for the study of Ionospheric Physics and Radio Science..

    In other words:

    The Aurora Borealis

    Now, if you want to talk about the NOAA work on controlling Hurricanes..do some research on Project
    Stormfury which was discontinued due to negative results.

    Controlling the weather here is more of a "Sci-Fi" idea at least for the near future...

    In truth earthquake lights have been observed for thousands of years. This is not a new phenomenon

    Fair better to protect what we already have than find means of destroying it and causing destruction all over the world.

    Alaska.

    I have no idea how anyone weaves the PRC into this though:)

    And contrary to popular belief, you don't need to travel to Canada or Alaska to see the Aurora Borealis or Northern Lights.

    You can, at certain times of the year, see them from midlatitudes ( 40 degrees North ) not now but closer to the Solar Maximum...

  • Whenever a slighty far fetched story appears about our governments' activities, it's always 'here comes another conspiracy theory', because our leaders never lie and hide information from us. Do you really think dubya would step up to the podium and say 'heya folks, we just got this cool weapon umm, I don't really know how it works, but we can cause hurri-canes, floods, that type of sthings and shuch over our enemies in the middle east like I-ran if I, I mean, if WE see the need to. It's really cool by the way!'?

    I'm not saying that the recent events were caused by something like this, but I do not state that it's not possible and those who do believe wear tin foil hats.
