BBC uncovers lost Iraq billions

A BBC investigation estimates that around $23bn (£11.75bn) may have been lost, stolen or just not properly accounted for in Iraq.

For the first time, the extent to which some private contractors have profited from the conflict and rebuilding has been researched by the BBC's Panorama using US and Iraqi government sources.

A US gagging order is preventing discussion of the allegations.

The order applies to 70 court cases against some of the top US companies.

War profiteering

While George Bush remains in the White House, it is unlikely the gagging orders will be lifted.

To date, no major US contractor faces trial for fraud or mismanagement in Iraq.

The President's Democrat opponents are keeping up the pressure over war profiteering in Iraq.

Henry Waxman who chairs the House Committee on Oversight and Government Reform said: "The money that's gone into waste, fraud and abuse under these contracts is just so outrageous, its egregious.

"It may well turn out to be the largest war profiteering in history."

  • The amount of profit made by the contractors in Iraq is staggering. I wonder how much better the situation in the country would be if that money would have been spent where it should have been, rather that lining the contractors and Bush administrations pockets?

    On a side note, I saw the documentary last night and I think it was one one the best pieces of investigative television i've ever seen. The BBC rocks! But not as much as Current ...

  • It looks like backwater did make a ton a money, as I'm sure there was other "private armies" that where in iraq. I one question i have is after all this didn't people in the beginning say bush was going into Iraq for the Oil. So where is it?

  • A good documentary is "Shadow Company", it shows alot of the injustices in the war so far, but also the PMC point of view also.

  • Bunnatine Greenhouse, a civil servant with 20 years of contracting experience, had complained to Army officials on numerous occasions that Halliburton had been unlawfully receiving special treatment for work in Iraq, Kuwait and the Balkans. The seriousness of her allegations prompted the U.S. Justice Department, the Federal Bureau of Investigation (FBI) and the Pentagon's inspector general to open criminal investigations that continue today.

    Greenhouse stated in a congressional hearing in June, 2005."I can unequivocally state that the abuse related to contracts awarded to KBR represents the most blatant and improper contract abuse I have witnessed during the course of my professional career."

    In one of the many examples of abuse, Greenhouse said that military auditors caught Halliburton overcharging the Pentagon for fuel deliveries into Iraq. She also complained that Defense Secretary Donald Rumsfeld's office took control of every aspect of Halliburton's $7 billion no-bid Iraqi oil/infrastructure contract. As a result of her whistle blowing, she was soon demoted on grounds of poor performance though USACE. [23] Greenhouse had received excellent performance ratings in the past. Greenhouse's attorney, Michael Kohn, stated in the New York Times that "She is being demoted because of her strict adherence to procurement requirements and the Army's preference to sidestep them when it suits their needs."

    In November 2006, Halliburton started off-loading its stake in the KBR subsidiary. By February 2007, Halliburton had completely sold off the subsidiary. This came after it was indicted of “overcharging” by Pentagon audit reports.

    In June 2007, just days after Stewart Bowen, the Special Inspector General released a new report, which explains how KBR has been gouging taxpayers from inside the Green Zone, the Army announced that KBR will divvy up another $150 billion with two other contractors, Fluor and Dyncorp, over the next ten years.

    Then they moved their headquarters to Dubai where they won't be touched for any of the abuses

  • This is really interesting ... Wasn't it just last year that HALLIBURTON moved it's HQ to the United Arab Emirates? ... Outside of US legal and tax jurisdiction??!!! Screw the thief Cheney and his moron puppet-boy Bush! This is the worst adiminstration I have ever seen. And Screw the Dems for not having the guts to do what they were overwhelmingly elected to do in 2006! The USA is now the home of the most corrupt government on the planet. That is in terms of dollars directly to representatives to buy votes. I challenge anyone to prove me wrong. I am ashamed of my representatives.

  • I hope the first thing Obama does when he becomes president is hold Bush, Cheney and Rumsfeld accountable for their crimes. These three are the ringleaders for crimes of such magnitude that most Americans probably won't be able to wrap their brains around it when the full extent is revealed. That such evil could survive eight years in office is beyond me.

    When will we get our coutry back..? Because we won't be getting the money back...this whole scheme was planned way beforehand...just look at the Texas Ranger's deal W pulled off...that was his training session...but penny anti compared to this...
