Mr. well duh, of course local countries will pay less, in their country, but this article is NOT about them, but about the USA.
The factoid you should know:
though demand is up, we still do not have a shortage at the gas pump. Thus the speculation of oil going from the source of $10 to $140 is very suspicious.-
