5-year-old boy tortured by mother in California - Child Protective Services Fails to act

The little boy's body was a study in pain. He was covered in cigarette burns, including to his genitals. He couldn't fully open his hand because it had been burned on a stove. His tooth was broken with a nerve exposed. And he had been made to sit in his own urine and feces, authorities say.

As the 5-year-old remains hospitalized by kidney failure brought on from malnutrition, two county supervisors are blaming welfare and law enforcement agencies for missing earlier chances to rescue the child from what police say were months of "unbearable psychological and physical abuse."

The case came to light after a woman called a hotline June 4, saying the boy told her at a commuter train station that his mother had burned his hand on top of a stove.

Summoned to a county Department of Children and Family Services office, authorities say Starkeisha Brown brought her baby sitter's healthy 4-year-old son and daughter and tried to pass them off as her own.

  • This is not the first time our Social Services Department has failed to protect a child. Especially now, where reunification is the primary outlook in social services. I have worked in social services for over 9 years working with children and with families and I have become to understand that not all families are ready or willing to be reunified. This is a hard policy to attempt to pass. Our children are not in the forefront of "our" society.

  • Anything you want to accomplish with your kids takes love and dedication. You need to learn to be present with your kids and treat them like human beings, not your property. We all know how some people treat their property, they destroy everything they touch.

    Children thrive on boundaries and they love to follow rules that are laid down in love. Communication is King. I have seen every possible strategy their is in dealing with children and I have always found that they are quite resilient, but they need to be nurtured with attention. How many children are raised by others? A lot.

  • Child Protective services is full of crap. My two friends were forced away from their mother after she and her daughters testified that their father had molested and beaten them, and were forced to stay in the care of the father despite their pleading and threats to kill themselves, because they hated being with their father so much.

    I'm going to make a pod on it once I can. CPS and the court system is a danger to children in this country.
  • Family Courts are the biggest Farce in America. It is a baby stealing enterprise. Parents are having their parental rights terminated and families are being broken up; their are abuses to this system all the time. Reunification with the mother is always the primary concern unless it can be proven that she is unfit, then they will look at the father. If the father proves to be unfit then they will go the maternal grandparents, and then finally the paternal grandparents.

    The system is a collusion of lawyers, therapists, psychologists, activists, religious social engineers, and government bureaucracies that don't take into consideration the full impact on the children and the parents who can be condemned by a preponderance of the evidence and not by the reasonable doubt standard of evidence.

    I have lots of first hand experience dealing with these agencies here locally as many of the people I know were duped into thinking that CPS was there to help.

    The best thing for families to do is when there is a crisis and CPS is imminent, come up with your own safety plan and make sure you stick to it; be very specific with your case investigator and make sure you let them know that the child's welfare comes first. The problem is that many families are so torn up that they can't rally together like this to avoid entanglement.

    I am not completely down on CPS, their job is far from easy, but I do believe that the system is vastly in need of reform so that these kinds of mistakes wont lead to terrible things happening.

  • Maybe witches and sorcerers were involved too. This woman is most likely a victim of abuse as well, so she turned to what she knew, abuse.

  • Friends and family say they suspected that Starkeisha Brown beat her 5-year-old son -- but nobody called authorities. Such inaction has its roots in distrust of police and child-protection workers.

    Three people have been arrested in this case, the mother, the babysitter, and an the mother's live in girlfriend. They all either directly abused or conspired to conceal the fact that he was being abused.

  • CPS is messed up! First they take away all the kids from the Polygamous Compound in Texas [which WAS wrong, but the kids didn't do anything wrong], but they don't take away the kids who are in actual danger? What's up with that?

  • How do I stop this. I know of a 2 year old who is starting down this path. I could help if I thought that NO legal reprecussions would be brought against me. I mean filth, biting child, starvation, isolation etc. Cps has walked away twice that I know of. Help me help baby "Zachie"
