Captain’s Comments

Summer is officially here.
No one wants to be “their brother’s keeper” but it certainly helps when it comes to crime. I am not advocating everyone to be nosey when it comes to their neighbor, but let’s employ the “buddy system” this summer. Historically, it is a time when burglary and general theft goes up on the crime charts. School is out, the weather tends to warm up a bit and people leave their doors and windows open. Let’s make the district one big Neighborhood Watch Group. That means we get to know our neighbors, we look out for each other, we pick up any piled up mail or newspapers with their permission. We call the police when something looks suspicious. If it involves a suspect, call 911 and let the dispatcher sort it out.

Nine years ago, I was the Captain of the Juvenile and Family Services Division. It was there that I learned that juvenile related crime and child abuse cases goes way down. At first I thought how great it was to have a summer break from all of those awful cases. It didn’t take long to realize that schools were the place where things were reported to police. The number of incidents of child abuse and juvenile crime didn’t actually go down; those crimes just weren’t being reported by the people who saw our kids everyday. Schools are mandatory reporters, as mandated by law. Let’s all become our own mandatory reporter as well. If we see a kid that is abused or neglected or a victim of crime, let’s call it in. We will all be better for it.

As July 4th approaches, please remember a few things. Fireworks are illegal in San Francisco. There will surely be traffic jams along the bay so please take public transportation or walk to any events in the area. Have a Safe and Sane 4th!

Traffic Company Enforcement: Five Traffic motorcycle Officers assisted. The SF Sheriff’s Department assisted in crowd control on both evenings. On Saturday night the CHP was in the district to conduct an Operation Impact enforcement program. They always provide great support and tend to calm traffic and the crowds by their presence.

  • Continuing! - Part Two

    6/19/08 at 11 PM, Officers noticed that a large window to the Beat Museum on the 500 block of Broadway had been smashed. No suspects were seen.

    6/19/08 at 9 PM, a male and female leaving a restaurant on the 1000 block of Kearny were stopped the door by another patron who complained that they took to long to finish, causing him and his party to wait. The suspect, a 25-30 year old black male, punched both victims, injuring the woman’s right eye. The suspect fled before police arrived.

    6/20/08 at 2:18 AM, Officers responded to St. Lukes Hospital to take a report from two men wheo said they were assaulted on the 500 block of Broadway after visiting a few clubs. Neither could say what the assault was for nor could they give detailed descriptions of the men who assaulted them.

    6/21/08 at 1 AM, Officers spoke with a parking lot attendant on the 500 block of Green who saw two white males kick and beat another white male, knocking him unconscious. After rendering aid to the victim, officers stopped two suspects from southern California at Columbus and Broadway, who matched the suspect descriptions. Unfortunately, the witness could not positively identify them as the suspects who did the beating.

    6/22/08 at 1:38 AM, 400 block of Broadway, a bouncer at a club said he intervened when he saw a suspect choking his girlfriend. The suspect turned on the bouncer and punched him twice. The club bouncer held the suspect, a 29 year old male from San Pablo, for police.

    Prostitution
    6/13/08 at 9:15 PM at Post and Larkin, the Vice Decoy Unit made arrests in the Polk and Larkin area. In the Central District, a 35 year old Asian male was arrested for soliciting for prostitution. A 28 year old tourist from India was arrested for soliciting the decoy at Post and Larkin as well. Later that evening at 1:10 AM, Inspectors made an arrest of a known SF prostitute at Geary and Hyde Street for soliciting.
    7/17/08 at 11:50 PM at Polk and O’Farrell, Central Station Officers Jeff Smetherst and Martin Garay arrested an Oakland woman for loitering for purposes of prostitution.

    Crimes of Note
    6/15/08 11 AM, Officer Kim Koltzoff responded to the unit block of Drumm Street on a call of a 50 year old black male exposing himself in public. Officer Koltzoff knew the man from past contacts at the same spot and knows him to be a registered sex offender. She located him with his pants down on the street. She booked him and contacted the Sex Crimes detail for follow up. The suspect has a stay away court order for that area.

  • Continuing! - Part Three

    6/16/08 at 11 PM, Officers David Frias and Jeremy Cummings responded to Francisco Middle School on a call of graffiti and vandalism being done by two black male juveniles. The officers responded and after observing the recent graffiti, searched the area and located the two suspects. One suspect dropped a spray can and held a backpack with other spray paint aboard. Both suspects were cited and released at their nearby homes.

    6/19/08 at 7:30 PM, Officers Dante Giovanelli and Gary Moriyama responded to the 600 block of Post Street. A witness from a nearby restaurant said a Hispanic male, 42 years old went into 2 restaurants and began eating off customers plates. Officers detained the San Jose man and found that he is on active parole. He was booked for being drunk in public and for the parole violation.

    6/20/08 at 4:30 PM, Officers Darwin Naval and Sean O’Brien captured a 21 year old Hispanic male who stole cash from an Aids Walk donation jar on the unit block of Drumm Street. Witnesses also told officers that the suspect that he pushed an employee and threatened to come back and hurt him. The suspect was booked for robbery and threats.

    6/21/08 at 3:23 AM, Sgt. Arlin Vanderbilt and a posse of Officers including Brendan O’Connor, Angel Lozano, Damien Fahey, Martin Garay, Dianne Khuu and Kevin Worrell responded to a call of a Burglary in Progress on the 100 block of Chestnut. The officers spoke with building employees working on computers when they heard someone inside the building. The officers surrounded the building and saw stacked pallets up to a second story window that was open. Officer Michelle Liddocoet and her K-9 partner Draco responded for the building search. They entered the building calling out “Police” repeatedly with no reply until Draco located the suspect and bit him, bringing him out to the awaiting officers.

    6/23/08 at 1:55 AM, Officers Kevin Worrell, Eric Letsch and Angel Lozano responded to the 400 block of North Point regarding a street Robbery. The victim said he was walking to his hotel when he was confronted by three Hispanic males in their 20’s who demanded his wallet. He attempted to run but was beset upon by the three. The men took his wallet and cell phone and fled in a black and white mini-van. A witness saw the incident and gave the officers the license plate of the van. 20 minutes later, Officer Worrell spotted the van at Broadway and Columbus. The suspects were arrested with the stolen goods. This was an excellent police work and the Robbery Detail will follow up to see if the same suspects may be connected to recent robberies in the area.

  • It is important to always talk to neighbors whenever you can. I do not mean gossip. Just talk and say hello, let them know how you are doing and find out how they are. I visited San Francisco with my wife, great place. I live on the East Coast in Virginia, near Washington D.C. I hope the very best for Captain James Dudley and hope he has the best success in all of his endeavors in protecting and serving the good people of San Francisco California.

  • Thanks! That is one of my hosting favor special events in which some friends will be over. It will be a time for celebration. So to my great neighbour, please act with reason enjoying yourself without crossing that line of anti-social behavior and become one more statistic in our Newsletter. Therefore, enjoy responsible and have a great time!

  • I lived on Alice Street in Oakland, and later at the corner of Scott and Hayes in S.F. (a fairly high crime area back then.) I organized weekly meetings of my neighbors, served light refreshments, and established who would be out ... who needed extra help in domestical abode watch ... you name it. Then we'd decide who all would be 'on duty' that week.

    Connecting with your neighbors is tantatamount to edging out crime. Everyone on the same page as it were, and everyone watching everyone else's back(door).

    Damn.

    I miss CA.

    Now I live next to a gun-toting-snowbilly ... who's been known to howl at the moon (ordinarlly I'd applaud such, but he's a flippin' weirdo [a lot for me to say] ... and he frightened my kids something awful), foreclosed house on the other side .

    Ugh.
