More states say cellphones and driving don't mix

SAN FRANCISCO - On July 1, California will become the largest state to ban unlimited cellphone use by drivers. The law prohibits drivers under 18 from talking on the phone, and it requires older drivers to use a hands-free headset.

With this law going into effect today, text messages and sending e mails while driving is still okay. I don't understand the reasoning.
You need only your mouth and ears for talking. You need your eyes and fingers for driving. Not to mention that typing and spell checking takes a tad more concentration.
A policeman can pull you over if he/she feels the texting is taking away from safe vehicle operation. Imagine the arguments that will ensue. Perfect way to spend tax dollars on courtrooms clogged with texters who are up in arms claiming they were not a threat to others on the road. Private Ibber-
