Philadelphia Police Brutality ... or just another routine traffic stop?

The exertion of excessive force is one question. The officers involved outnumber, are more heavily armed and have the position advantage whereas the suspects are pulled over and surrounded in the car. Was this level of force necessary or an opportunity to open a case of whoop ass on shooting suspects. There are numerous occasions when police have arrested known murderers (Charles Manson, etc.) and treat them as if they are escorting them to a lunch date.
The climate between police and the people is turbulent here in Philly and in every major city. Officers are of no service or protection. Moreover, the police force simply enforce policy, protect business, landowners, make DWB (driving while black) routine traffic stops and respond to calls.
No doubt drugs, guns and violence are crimes and communities need protection and service in dealing with these ills.... How about starting at the government ATF, DEA etc.
