Captain’s Comments
On Wednesday July 9 at 11 AM, I was at the Cable Car turn around at Bay and Taylor Streets when I saw an elderly woman with a cane across the intersection attempting to step up onto the curb when she obviously began to lose her balance. Just as she went backwards, arms and legs akimbo, Sanford Cipinko, “Attorney at Law” swept in. Mr. Cipinko reached out with his right arm and cradled the falling woman, meanwhile balancing a cup of coffee in his free hand. The woman was propped up onto the curb and was helped to regain her balance and composure. I asked the woman if she was ok and congratulated Mr. Cipinko for the catch and no-spill feat. He gave me his card and said, “we prevent injuries as well.” There can’t be any money in that.
After seeing this act, I thought about the past two newsletters and our themes about ‘being our brother’s (and sister’s) keepers, and also about pedestrian safety. On the same day I received our 6 months stats from the Traffic Bureau on traffic collisions and injuries and fatalities. To date, we have had 127 accidents involving injury. Thankfully we have had no, (knock wood), repeat, no traffic related fatalities. Keep up the good work and remember to look both ways.

7/12/08- 1 AM, fight reported at a bar on the 400 block of Broadway, patron struck in head with bottle.
7/12/08- 1:40 AM, Sgt. Ed Anzore observed two Hispanic males shouting at each other and challenging each to a fight on the 400 block of Broadway. The men began fighting and hurled themselves into a window twice before the Sergeant and Officers could seperate them. Both were detained and cited for fighting in public. One of the two suffered a laceration above his eye. The men were from Suisun and Castro Valley, Ca.

7/8/08 at 10 PM- Geary and Hyde Streets- A white female from SF was arrested by Officer Milan Kangrga and Rene Nielsen for groping an officer and soliciting acts of prostitution.

7/10/08 at 12:30 AM, at Geary and Hyde Streets, Officers Nielsen and Matt Sullivan arrested a 19 year old Hispanic female from SF for soliciting acts of prostitution.
7/11/08 at 3:33 AM at Post and Hyde Streets- Officers Matt Sullivan and Rene Nielsen arrested a 48 year old white female from SF loitering for the purposes of prostitution.
7/12/08 at 4 AM at Geary and Hyde Streets- Officers Matt Sullivan and Magnus Chow arrested a 22 year old Vallejo black female for yelling “Forty for a blow job!” to a passerby.
Crimes of Note
Some writers to my newsletter have questioned using resources for prostitution operations. I often explain the associated crimes of violence with prostitution cases, along with the other ancillary factors; drugs, domestic violence, sexual and physical abuse and robbery. The debate continues, yet, here are three great examples of good police work being done by officers in a plainclothes capacity.
While out on patrol working plainclothes in the prostitution operation on 7/9/08 at 2:13 AM, Officers Milan Kangrga and Rene Nielsen stopped at a red light in the unmarked car at Geary and Larkin when they saw a man curled on the sidewalk, being punched and kicked by three suspects. The black female and two black males beat the man and tore at his clothes and wallet until the officers interceded. A witness observed the man waiting for a cab when the three set upon him. The aggressive woman with no address was found to be on active felony probation. One of the male robbers was also on active parole. All three were booked for Robbery and possession of stolen property.
On 7/10/08 at 2 AM at California and Hyde Streets, Plainclothes Officer Martin Garay, with back up from officers Angel Lozano, Brendan O’Connor, Jeremy Cummings observed a suspicious person ‘casing’ vehicles. He continued to watch as the suspect threw something at a parked van window, causing it to shatter. The suspect walked away from the vehicle yet continued to watch it, presumably to see if it had an alarm or victim nearby. Eventually the black male suspect was apprehended and the owner of the van was located. The suspect with no address was on probation for auto burglary and had been arrested three times in the past year for auto burglary as well.
On 7/10/08 at 11:30 PM at Geary and Hyde Street, a plainclothes narcotics detail consisting of Officer Angel Lozano, Warren Lee, Robert Kellogg, Nielsen, Sullivan and Sgt. Mark Hernandez made an arrest of a 33 year old Hispanic female, who sold them ‘crack cocaine.’ The woman had over $300 in multiple denominations, indicating that she had made several sales in the area.
On 7/10/08 at 1 PM, an office worker saw a woman loitering on the 9th floor of a commercial building at the Embarcadero Center. The worker recognized the 30 year old Asian woman from fliers previously distributed, indicating that she was an opportunist/burglar. A short while later the suspect was stopped by the worker. The suspect handed over a wallet that she had just taken from the worker’s desk. Security -

responded and charged the woman with burglary and for probation violation for, yes burglary.
On 7/10/08 at 8:20 PM, a woman was riding the MUNI F line at Lombard and Battery when another passenger unzippered her bag and took her wallet. The woman grabbed the man and yelled “Thief!” The suspect fled but the German tourist victim was undeterred and chased the 48 year old black male suspect off the street car and onto the Embarcadero. Another passenger aided by chasing the suspect until he dropped the wallet to the ground. Officers Lim and Sophal Chea detained a suspect matching the description given on the 800 block of Sansome. Fortunately, he was easily identified by his physical description and also his clothing: The suspect was wearing a blue sports coat, blue plaid boxer shorts and brown shoes.
On 7/11/08 at 10 PM, a 77 year old was stabbed by a 30-40 year old black male on the 1100 block of Hyde. The victim was entering his apartment when the suspect came up behind him and inexplicitly stabbed him in the stomach. The victim feared that it was a robbery and gave the suspect his wallet. The suspect, wearing a black jacket and dark pants fled on foot.
On 7/12/08 at 1:40 AM, Officers were called to a party on the 400 block of California Street on a reported shooting. The officers located the victim, a 27 year old man from Vallejo, who had been shot once in the arm. The suspect, a black male, 35-40 years old, 5’6” stocky build with a black pin striped shirt, fled among the other 800-900 party goers. The unauthorized party on the 15th floor was broken up and took over an hour to clear. We will be talking with building management regarding future events at the location.
On 7/12/08 at 8:30 PM at Jefferson and Jones Street, four tourists and their hosts came to the aid of a woman being choked on the street by her boyfriend. The men from Chico, Lafayette, SF and Spring, Texas, jumped in and restrained the 31 year old white male from Concord, Ca until police arrived.
On 7/13/08 at midnight, a Cable Car derailed at Washington and Powell, ejecting several passengers in the process. The car apparently became stalled several feet before this point and was in the process of being pushed by MUNI operators when the Cable Car apparently got away from them. No other vehicles were involved. Paramedics responded to treat riders at the scene. Two were transported to SFGH for treatment and one woman passenger reportedly required surgery. -
