Captain’s Comments

Good things are happening here in the district. We are 2 for 2 at City Commissions this week. On Tuesday July 15, 2008 the Entertainment Commission turned down an entertainment permit for the first time in my three year tenure here. Reason cited were lack of management experience, past incidents at the location on the 400 block of Broadway and a lack of a good security plan.

On July 16, 2008 the Board of Permit Appeals upheld a notice of violation and cease and desist order on a business operating as an illegal encounter studio, also on the 400 block of Broadway. The place in question was investigated twice for acts of prostitution and in one case, robbery of a tourist from Israel. Women employees were arrested related to all three accusations. The location also operated after 2 AM, also in violation of the Planning Code, and enlisted barkers and scantily clad women approaching men on the street.

We are encouraged by these actions and hope to see them as the beginning of follow up support for the Central Station Night Watch officers who have sustained efforts on Broadway over the past three years.

The Economics of Crime
Crime often rises and falls with the economy. We have seen a steady rise in crimes of theft and opportunity throughout the district. Petty thefts, shoplift, and ‘dine and dash’ type crimes seem to be on the rise.

Two glaring examples of this occurred last week. On the 500 block of Jefferson, suspects disconnected and stole several dozen feet of active copper plumbing to crab pots at one location. Copper pipe thefts along with recyclable items have been targets of theft throughout the Bay Area. On 7/16/08 at 5 PM, a woman riding aboard MUNI was robbed of a bag of groceries at Stockton and Broadway.

Laptop Grants for At Risk Youth
This program provides free refurbished laptops to selected college bound foster care youth and other youth under the jurisdiction of the Juvenile Court system. This program is a partnership between City Youth Now www.cityyouthnow.org, Redemtech www.redemtech.com, TechConnect Digital Inclusion Initiative www.sfgov.org/digital_inclusion and Independent Living Skills Program www.sfhsa.org . This program is made possible through a generous grant from the John Burton Foundation and contributions from Microsoft Corporation.

City Youth Now is currently accepting grant applications through mid-August and will make approximately 50 grants. Applications must be submitted on behalf of the youth by a social

    worker, probation officer, CASA, attorney, or other adult authorized by the Juvenile Court to provide services to youth. City Youth Now is selecting the recipients with input from the Independent Living Services Program and Juvenile Justice. CYN does NOT accept requests directly from youth or their caregivers.

    The youth will be required to attend a full day computer training workshop to receive their laptop.

    On Friday night we had help from the Market Street Foot beat squad. They helped considerably, especially with one drinking in public detention that turned into an arrest of the individual who had a loaded gun in his waistband. Shots fired report occurred after 1 AM in the vicinity of Grant and Green. No suspects and no victims were located.

    7/18/08 at 2 AM, Officers responded to Broadway and Montgomery on a report of a large fight. Officers contacted the victim who said he was struck in his ankle and head. A car containing suspects from the assault was located nearby. The driver had what appeared to be stab wounds but refused to say what happened to him. They were not identified by the original victim. Officers called for medical aid and the second victim was transported to SFGH for his wounds. 7/19/08 at midnight, Lt. David Smith detained a suspect in a vehicle on the 400 block of Broadway for drunken driving.
    On 7/20/08 at 1:30 AM, two women were seen fighting in the street at Broadway and Montgomery. The two were arrested for drunk in public and fighting.

    Traffic Company assistance on Broadway: 5 Misdemeanor arrests, 5 tows, 33 moving violation cites issued.

    Prostitution
    7/13/08 at 11:15 PM- 900 block of Post Street- White female, 48 years old from SF was apprehended for loitering for purposes of prostitution.
    7/15/08 at 2:30 AM-Bush and Hyde Streets- Vice Inspector arrested 23 year old white female from Fairfield for soliciting acts of prostitution.
    7/15/08- 9 PM-Midnight- Central Station Vice Operation was held along our Larkin St. border by undercover officers Mike Kangrga, Jeremy Cummings and Rene Nielsen. Four separate prostitution cases were made resulting in arrests to three white females from San Francisco and one black female from Oakland.
    7/18-7/19/08, midnight to 4 AM- Officers Rene Nielsen, Matt Sullivan, Martin Garay and Mark Milligan made six prostitution related arrests of women from Concord, San

    Jose, and San Francisco. The arrests were made at Geary and Hyde, Sutter and Larkin, Post and Hyde and Pine and Hyde Streets.

    As you can tell from the stats listed above, there is no shortage of activity of prostitution on the streets in this area. This is despite reports that much of the activity has gone “underground” thanks to the Internet.

    Crimes of Note
    Night Watch Sgt. Mark Hernandez has coordinated Officers in “Buy/Bust” Narcotics Operations. Several arrests have been made as a result.

    7/14/08- 2 AM on Cosmo Place: 46 year old black male arrested for crack cocaine by Officers Matt Sullivan and Rene Nielsen.
    7/17/08 at 11 PM on 1400 block of Sacramento: Officer Brent Dittmer and Sean O’Brien arrested a 55 year old white male for suspected sales of methamphetamine.
    7/18/08 at 11 PM at Geary and Hyde: Officer Angel Lozano and cover officers Sgt. Hernandez, Tapang, Robles, Korte, Nielsen, Sullivan, McGrath and Pomatto, arrested a 36 year old black female for rock cocaine sales.
    7/18/08 at 10:30 PM at Geary and Hyde: Two 22 year old Hispanic males were arrested by Officer Sullivan and the team for sales of crack cocaine.
    7/18/08 at 11:30 PM on the 700 block of Geary, Officer Eric Tapang and the team arrested a 19 year old Hispanic male for sales of marijuana.

    7/15/08 at 3 AM Officers Damien Fahey, Brakel, Brendan O’Connor and Beat Officers Daugherty and Royer apprehended two males in a stolen car on the 400 block of Powell.

    7/16/08 at 4 PM, Officer Mary Godfrey took a report from a man who had been hit in the head with a metal pipe. The victim said he was going into his apartment on the 700 block of Taylor when a 20-25 year old black male came up from behind him, hit him in the head and demanded money.

    7/17/08 at 7:30 PM, Officers Eric Valentini and Nelson Artiga arrested a 44 year old white male at Vallejo and Taylor for possession of crack cocaine and acting erratically. The suspect is a known offender who hangs out at Coolbrith Park.

    7/17/08 at 11:30 PM, Officer Magnus Chow and Angel Lozano attempted to stop a vehicle for traffic infractions committed at Sacramento and Mason Streets. The vehicle fled the officers and after a chase, all suspects ‘bailed out’ at O’Farrell and Laguna Streets. Officers Sullivan, Brakel, O’Connor, Patterson and others assisted. One gun was found thrown down at the scene. Officer Matt Sullivan retrieved one gun from the pants pocket of one of the two suspects in custody. One suspect said he was from Oakland while the other gave no local address.
