Not only did the State of Texas take a "wait and see" approach to the Hurricane Dolly disaster, local leaders were upset with the way the Red Cross acted prior and during Hurricane Dolly. According to the Valley Morning Star in Harlingen, Texas, the Red Cross refused to man shelters during Hurricane Dolly causing countless human suffering. The elderly and disabled who were supposed to be shuttled to shelters outside of the epicenter were forced to fend for themselves. Why? Because the Red Cross was concerned about liability issues even though the Texas has a blanket clause protecting rescuers under the Good Samaritan Law.
