WASHINGTON (Reuters) - Republican Sen. Arlen Specter on Tuesday became the first U.S. senator to formally ask President George W. Bush to call Congress back from its August recess to pass legislation that will help lower high oil and gasoline prices.

The Democratic-controlled Congress has been slammed from just about all sides for going on a five-week vacation without clearing a bill that would help solve America's ongoing energy problems.

"I urge you to call Congress back into session to use the August recess to legislate on energy in an effort to deal with the high cost of oil and gasoline at the pump," the Pennsylvania senator said in a letter to Bush.

The last time Congress was called into a special session was in July 1948, when Democratic President Harry Truman ordered back the Republican-controlled Congress to pass domestic legislation on expanding social security, public housing and civil rights.

House Speaker Nancy Pelosi, in an interview with Reuters, again blasted the Republicans' oil drilling proposal. She referred to their speeches on the House floor this week, during the recess, as a fund-raising

gimmick.

Pelosi said Democratic legislation to release oil from the Strategic Petroleum Reserve, already rejected by Bush, would bring price relief for consumers within 10 days, while expanding offshore oil drilling in protected areas would only knock two cents off the price of a gallon of gas after 10 years.

"It is a hoax on the American people to say that we can only drill offshore," Pelosi said. Continued...

    Leave it to the Republicans to twist the truth and change the rules. They say, we won't see a decrease in oil prices for 7 years if we start drilling tomorrow. So, how much difference will five weeks make??

    All the Republicans are shilling for the oil companies. These clowns are trying to take the biggest concern of the American people, the costs associated with the high cost of fossil fuels, and make the Democrats problem. This little blame game is just a distraction from the real issue. Which is, How do we solve the fuel problem intelligently? More of the staus quo won't do the trick.

    The problem with this article, and so many others, is the false statement "the democrat controlled congress''. A simple majority does equal control. Control would can be defined as a veto and filibuster proof margin. There are no surprises in what the gop is calling far. There are on the ropes and swinging blindly.     These are all bills the republicans in congress blocked. So as I see it the best tactic for rebuttle of this media blitz against the Dems is to go on national television that these Repub. voters are so fond of and list these attempts at easing the pain at the pump. Show the people these politicians are obviously in the pockets of Big Oil.

    Nothing like a congress that gets NOTHING done to go on so many vacations while the hard working Americans get ZERO vacation because they have to work harder and harder---longer and longer to pay for rising food cost let alone energy cost.

    They pretend they actually care and it matters not what party they whore for....they're all blood guilty for their lack of urgency in the matter.

    DRILLING WILL NOT LOWER THE GAS PRICES!!!!! why do people continually act like this is the solution to high gas prices? this reminds me of 2003 leading up to the Iraq war when the majority of Americans believed that we were invading Iraq because they attacked us on 9/11.

    I was suggesting that a replacement arbitration type party step in and create energy policy while Congress was on vacation. The Republicans seem to have taken it in a different direction.

    The US does need energy policy reform, and that is the job of the government, so therefore I don't understand how they can just go on vacation for an entire month without solving any of the problems they are employed to solve.

    If I were running this country, they might not have when they came back.

    And, btw, it CAN'T just be increased offshore drilling. It has to be leveraging the bait of allowing offshore drilling to force the development of clean, renewable energy solutions.

    I understand making everyone come back to get their work done before going back to the even more luxurious life than they already live, but they better be coming back for the right reasons.

    They must force the oil companies to invest all short-term oil profits into the development of long-term, renewable clean energy technology. No ifs, no ands, no buts.

    We need offshore drilling because the area that is already open for drilling, HAS NO OIL!
    If there was oil there, the petroleum companies would have already drilled it out !

    It is funny that the same liberals that complain about oil speculator driving the price up do not understand that if the congress were to allow new oil drilling it would start to drive the price down immediately screwing the same speculators they complain about, that is how a market works . It is a stupid idea to drain oil off our strategic reserves, with the state of the world it is obvious we may need that small stock pile, in fact we should have more reserves.

    OH YEA, economics taught us that increase supply and price goes down, KEEP DRILLING so you can all keep complaining.
