Senator Kucinich's question to congress if there's ever been a "Secret Meeting" (A Closed Door Session") of the US House of Representatives prior to passing of Legislation before? (which they could not answer and evidently did not know) is: "NO" But it's very understandable why this precedent is now set with an agenda consisting of:
1. The imminent collapse of the U.S. Economy to occur sometime in late 2008
2. The imminent collapse of the U.S. Government finances sometime in mid 2009
3. The possibility of Civil War inside the United States as a result of the collapse
4. The advance round-ups of insurgent U.S. Citizens; likely to move against the government
5. The detention of those rounded up at The REX 84 Camps constructed throughout the United States
6. The possibility of public retaliation against members of Congress for the collapses
7. The location of safe facilities for members of Congress and their families to reside during massive civil unrest
8. The necessary and unavoidable merger of The U.S. with Canada and Mexico establishing The North American Union, and
9. The issuance of a new currency called the AMERO for all three nations as an economic solution
Although the March 13th secret closed door meeting of the U.S. House of Representatives was to be about FISA changes, (Foreign Intelligence Surveillance Act) Now it's clear (and scary) what it really was about:

This is stunning, and unbelievably alarming. Thank you Dennis Kucinich for speaking out against these brilliant...war-fear-mongers. A Revolution is upon us: people are becoming increasingly sickened by this secrecy and conspiracy and it's only a matter of time before we all raise our voices against this travesty. Washington knows this. Maybe that's why we have such things as FEMA concentration camps all over the US, which supposedly are to serve as havens for people in times of civil unrest or camps for illegal aliens or something else; and over 500,000 coffins at-the-ready. Who knows... Ugh! A systematic silencing of all dissenters, perhaps?

Who's Marshal? Is that like the Marshall Plan that helped Europe recover after WWII?
Or did you mean Martial like in Military style law?
The trouble with a plan like that is even if they would foolish enough to try to establish martial law, it would create a whole new class of criminals out of formerly hard working people.
They would join the outlaws and gamgs out there already that wouldn't take that kind of thing anyway. There are plenty of weapons in their hands already and they would use them.
The only thing martial law would get would ne anarchy and open rebellion in the streets.

If the citizens would have approved it wouldnt have had to be secret. watch the movie zeitgeist it is one of the best documentaries about the federal reserve. Though it also has other parts to it knowledge wont hurt you will it??

A secret meeting can only mean the policies spoken about wouldnt be approved by the citizens.... As for has there been a secret meeting before? The last time I know of when this happened was when they drafted the federal reserve act.
