Pacoima Man Shot To Death Over Loud Car Stereo

stopnoise
PACOIMA Police say a Pacoima man couldn't take the noise from his neighbor's car stereo anymore and shot him to death early Wednesday morning.

Raymundo Serrato, 58, died at the scene of the 2:15 a.m. shooting in the 13000 block of Kelowna Street, said Officer Kate Lopez of the Los Angeles Police Department's Media Relations Section.

Lopez said the man was shot by a Jubenal Guillen, 55, during a dispute. Guillen was arrested on suspicion of murder.

"There were words exchanged; a scuffle," LAPD Detective Pat Barron said. "And after the scuffle -- or during the scuffle -- the suspect produced a firearm and shot the victim."

A woman who lives in the neighborhood said that the younger man regularly came home in the early morning hours and made a lot of noise, which may have upset his 58-year-old next-door neighbor.

"So I guess he, just, probably, had enough. He had enough, so he shot him," Lisa Velasquez said.

    • I just post the news and in my opinion no one should use a gun in situations like that. However those that careless and constantly use their cars to acoustically harass others should be aware that people have the right of quietness in their own homes and there are some people with guns out there and some will snap on you and it is better to be safe than lose your life over a noisy dispute.

    • It baffles me why anyone would think it is OK to shoo someone over loud noise. A gun is louder than a stereo. I hope this shooter goes to prison for a very long time, at the very least.

    • Its one thing to drive with your music loud. It doesnt cause a problem in my opinion to hear random music as cars go by. To blast your stereo in your driveway, or to not respect your neighbors and turn down the music as your pulling in is just ignorant. The video tells how even clicking his car alarm on was a problem, so it makes one wonder if it was just an overzealous neighbor to begin with.

    • Today as I am speaking people are challenging the tranquility of inhabitants harassing them with their vehicles all over USA. I sincerely feel sorry for people that snap and have to go to extremes to defend themselves. Like I said, the reality of the streets is worse than you might think. Lack of Education, lack of proper Legislation and Enforcement are the real source of the problem. Everything else it is just consequences.

    • StopNoise - I do not harass anyone! Why do you say that? Just because someone plays loud music does not give someone else the right to shoot and kill them.

I truly and sincerely apologize. I am just trying to make the point "If someone plays loud music, it does not give someone else the right to shoot and kill them." This person could have just as easily went to the proper authorities. He could have wrote down the license plate information along with the person's and vehicle's description and passed the information to the police. Arguing with the noise-maker and the shooting him was the wrong course of action. I did intend to upset you. You invited me to look at this story and I just wanted to have a discussion about it.

You know this talk is ridiculous don't you. You and I were not there and we really do not know what happened and what was the circumstances that lead one person to shot another one. However by looking into the reality of the streets and seen what people are doing today, (both government and industry); it does not surprise me. No one should oppress, harass or trespass any one with unwanted noise and no one should have to shot anybody for that either.

If the person playing the music is deliberately trying to be aggressive and annoying about it----it is a form of assualt just like trying to hit you. It is psychological assualt. People who do things like that should be aware that if they do it long enough and often enough, someone is going to pull out a gun and shoot them.

    • Today as I am speaking here, any "person" out there can push up a button and harass anyone anytime anywhere. Should we now applause the Vehicle Industries for the consequences of their mechanical and digital invention or the Legislative branch for sleeping on the tracks?

    • StopNoise - Do you feel this homicide is justifiable?
In your opinion, was this person who shot and killed the other person, acting in self-defense?
Was this an act of temporary insanity brought on by the noise?

I think we both want the branches of the Government decide that don't we? After all they are the sole responsible for the messy Legislation they enacted or failed to enact in regards to noise regulations, abatement and enforcement for products in the Market.

I am asking you sincere legitimate questions my friend.
You are right, it is up to the Government to decide. In all honesty though - YOU CAN NOT SHOOT AND KILL PEOPLE JUST BECAUSE THEIR RADIO IS UP TOO LOUD!!! IT IS WRONG!! IT IS MURDER!!!

People that acoustically harass others with noise and trespasses their habitats should be aware that someone out there might have a gun and that person could snap on them. In this case fear can be your friend and save your life.

    • Maybe you want to know that the whole United States of America has been fooled by decibels for Years and as we are speaking here.

    • These loud stereos are a little nuts. If your windows rattle from the bass that is a little much, but if a neighbor is constantly blasting at you it can be very nerve wracking. But there are such things as decibel meters and police and noise control. Killing someone over the noise is pretty nuts, but I can see how it can happen. There needs to be a noise limit that is established by decibels.

You should watch some of my recent videos. Decibels measures only the amplitude of noise. What you want to know is type of noise and range. (distance). Them you can write legislation based on range that can be pickup by a video camera. If you are behind the wall of your house and the camera pick up the noise, BINGO!

    • Just one day before Yesterday another person shot other over noise and as a Media person I do fell very sad that this is happening and I try not to bring this up too much. However the truth need to be said. We have a corrupted government and society and everyday you will find a tug challenging peaceful residents. So treat the cause and not patch the symptom would be the call of the day here.

You will never know until you step in their shoes. The man got harassed and shot by noise several times and responded with a bullet. This it is really sad news and sometimes I am avoiding to air this type of news because this is something for professionals to debate and bring some legislation to stop people from using mechanical devices to abuse and torture others. Obs: Note the time of the shooting was 2:15 AM.
