It's not, but the worry is that it CAN be turned into an offensive installation with relative ease and that it an be used to spy in Russian airspace.
There is also a symbolic F-U component to this from Poland to Russia.
Russia in turn can continue to work closer with Cuba and Venezuela, and possibly place something in either or both those countries, as well as build something up in Kaliningrad, and those are just the most no-brainer options. Personally I hope for something more progressive/ingenious.
Not sure how this works as far as contracts, building goes, as in what if the next administration is against building this, do they still have to honor the agreement or not. Barack has said he was against this missile shield, but then again his rhetoric has become more conservative on Russian issues.

why is everyone so irrationally afraid of russia? yes russia is a military, economic, and geogrpahic power, but they have a corrupt, bully, arrogant, selfish, destructive, and government.
once again it's arrogant macho politicians starting problems, instead of helping their country and others.
russia is a huge, beautiful, and historic country, with not that big of a population. if it ever wants to spar with NATO, it would be pointless, massively destructive for both sides, and we've already been there during all the wars. when are people going to learn from history, can't we just live in peace? why can't russia just be happy with the HUGE country it has, damn greed and feeling that it is entitled to everything, bad, bad, bad.

The only ex-USSR countries really antagonistic to Russia, are also ones that have had Bush sponsored conservative nationalist "revolutions" that being the Ukraine and Georgia. Then there's always that deep seeded bastion of russophobia, aka the Baltic states, but they are completely powerless an have nothing that Russia wants, or any real assets to provide support to anyone else, thus they only warrant and offer lip service.
Russia is not being a bully by looking out for its interests and security.
