It's like rampant mental illness!
The parents need to be jailed too OR at least agree to a parenting certification courses. Obviously if their kids are engaging in this kind of behavior and they encourage it, didn't notice it or did nothing to stop it if they did notice it -- either way -- it's proof that they need to be trained on how to be better parents.
There should also be mandatory psych evaluations for all the kids involved.
Normal people don't enjoy hurting animals nor stand idly by and film it.
Jail alone isn't going to correct what is obviously a serious mental illness shared by all the participates.
We as a society need to get more comfortable calling people batshit crazy and treating them as such.
I don't view this as a prank so much as a precursor to psychotic behavior. Step one is giggling hysterically while torturing a rabbit to death and step two is a Columbine-style shooting at the local high school.
Maybe they'll film the massacre with their cell phone too?

I just refuse to believe this type of insane behaviour isn't a direct reflection of the skill-level of the parents.
I know this sounds over-the-top but I truly believe parenting certification classes should be mandatory.
You can't drive a car without proving to the government that you can do so without being a danger to yourself or others on the road.
Imagine the chaos that would occur if there were NO requirements for driving -- anyone, anywhere could speed down the road and drive anyway they wished.
Isn't poor parenting just as dangerous?
If my kid gets shot to death because YOU were a bad parent -- it doesn't seem like an adequate reponse to shrug your shoulders and say to me, "That's just my style, man! You can't tell me there is a right way and a wrong way to be a parent!"
If your "style" of driving can get someone killed on the highway then that kind of recklessness gets your license taken away for the safety of others on the road.
If your "style" of parenting is so poor it creates another Colombine killer (or just an animal abuser)....nothing happens.
That doesn't seem right to me.

c) if the media would stop acting like this was the biggest thing going on in the world maybe people wouldn't get the impression that youth are getting more violent
solution. ground her ass, make her do some community service, ground her friends, make them do community service (all at the zoo)
BIG IDEA: maybe ask why a 14 year old was so drunk she was swinging a rabbit around by the ears. yet again, parental supervision (or lack thereof) is to blame

I don't know how anyone could do something like this, but it sounds like this girl has some serious issues that need to be dealt with.
