One thing I can tell exactly. His decision to kill Sen. Robert Torricelli's (D.-N.J.) bill re-establishing the Environmental Protection Agency's (EPA) Office of Noise Abatement and Control and commissioned an EPA study on airport noise was indeed a "sleepy" action.
