Captain’s Comments
Two fatal incidents occurred this week, both within hours of each on 9/11/08. Just after midnight, officers were alerted to a call of a suspect breaking into vehicles on the unit block of Alta, near Coit Tower. At one point, the suspect ran from one of the victim vehicles and attempted to flee, vaulting a wall at the end of the street. The suspect did not survive the fall of over 150 feet to the foot of the hill at Sansome and Filbert Streets.
Later that afternoon, officers were called to an apartment building at Taylor and Geary to our only homicide of the year. Without being able to provide any specific details, I can only commend Officers Steve Wonder and Nick Rainsford for outstanding investigation and follow up that led to the arrest of the suspect within 48 hours of the report.

Last week, I met with Chief Fong and Cindy Brandon, the executive director of SAFE, Safety Awareness For Everyone, and a representative from the Metropolitan Club regarding a talk on crime awareness for the individual. It occurred to me that the tenants of crime awareness should be on everyone’s mind. Here are just a few tips to help keep you from being a victim.
• Be Mindful. Have situational awareness of your surroundings. That can mean several things, but besides being mindful in the moments when going to and from your home, school or office, it also means doing some homework yourself. Do you know the crime trends in your area? Do you take personal precautions? Do you own something that is a hot commodity? Things like laptops, Ipods, GPS systems in vehicles are top items stolen from people and unoccupied vehicles.
• Use a Lock. On your home, your car, your bike, your work-out locker at the gym. Some thieves are strictly opportunists. They will not force a lock or door, but they are always open to unattended items.

an injury to his hand and placed him in custody taking control of the black case in his possession. The black case was identified as having been in the car that was broken into. Medics responded and treated the suspect’s injury. The suspect was booked for burglary and on an outstanding warrant.
On 9/08/08 at 5:15 AM officers, McWilliams and Lam were dispatched to Geary Street and Mason Street regarding a person lying on the sidewalk. The victim was found lying on the ground and bleeding profusely from his forehead and nose. He described his assailant and stated that the attack occurred when he was placing money in the newspaper machine to get a newspaper. He was struck various times with an object, cane, or crutch while he attempted to defend himself. The victim stated that ultimately he wasn’t sure that he would be able to identify the assailant with certainty. The victim was transported to the hospital. The robbery report was noted.
On 9/08/08 at 5:09 AM officer Moriyama responded to a restaurant at Clay Street and Grant Avenue regarding a robbery. While interviewing the victim, officer Ciudad located a possible suspect in the area whose description was earlier reported to all police units. However, upon viewing the suspect the victim was only ‘ninety percent certain ‘that it was the individual who robbed him of his Iphone. The suspect was released.
On 9/09/08 at 12:23 PM officer Koltzoff while in a marked police vehicle on Jones Street approaching O’Farrell Street, noticed a subject known to the officer from prior contacts and recalling that the subject had an outstanding Parole At large Warrant for his arrest. The subject was detained by the officer and booked for the outstanding warrant.
On 9/12/08 at 3:57 PM officer Daryl Fong responded to a robbery at Columbus Avenue and Montgomery. The victim (female) stated that upon securing currency from the ATM machine and attempting to place it into her purse the suspect came up to her and placed a large knife against her body and demanded the money. The suspect snatched the money and along with two other suspects ran off towards Grant Street. The victim was provided with a follow up form and the activity was reported.
On 9/14/08 at 8:03 AM officer Christopher Giles was working the station duty at Central Station when the victim (female) and friend came into the station to report a theft. The victim stated she was standing at Stockton Street and Northpoint Street waiting for the traffic signal to turn green when she felt someone pulling on her shoulder bag (containing credit cards, make-up, currency and keys) causing her to fall and suffer cuts/abrasions. The suspect fled onto a waiting van and sped off. The victim refused any medical attention. She was advised to contact her credit cards and given a ‘victim of a violent crime’ form. The ‘robbery with force’ was noted.
On 9/14/08 at 2:30 PM, officers Darwin Naval and Smethurst were in full uniform and in a marked patrol wagon when on Columbus Avenue near Broadway Street a witness who stated that the suspect tried to stab his employee flagged them down. Other witnesses confirmed that the suspect was armed with a knife. The officers entered the establishment and asked the suspect to step outside. When the suspect refused to comply, the officers drew their firearms, detained the suspect and uncovered, and seized a knife in his pants pocket. The suspect was transported to County jail and booked aggravated assault.

Prostitution:
On 9/08/08 at 12:57 AM officer Garay was in plain clothes in an unmarked police vehicle working the prostitution abatement program. While on Bush Street approaching Polk Street he noticed the suspect waving at passing male motorists attempting to gain their attention and engaging with a few as well. When officer stopped the suspect and asked her business, she stated that indeed she was ‘walking, working..' A computer check on the suspect revealed an outstanding warrant. The suspect was booked for loitering for prostitution and for the warrant.On 9/09/08 at 11:56 PM officers Nielsen, Lozano, and, Tapang were patrolling the Post Street and Hyde Street area known for high incident of prostitution. A subject (male) was identified from previous prostitution related arrests as waving and attempting to gain passing motorists’ attention. The subject was detained and cited for loitering for prostitution and released.
On 9/10/08 at 12:48 AM officers Nielsen, Lozano, and, Tapang were patrolling the Hyde Street between Pine Street and Bush Street area known for high incident of prostitution. A subject was identified from previous prostitution related arrests as waving and attempting to gain passing motorists’ attention. The subject was detained who stated that she ‘was trying to make some money, that’s why she was out here.’ She was cited for loitering for prostitution and released.
On 9/11/08 at 8:04 PM, officers Rene Nielsen and Fortuno were in full uniform and in an unmarked vehicle in the area of Bush Street and Hyde Street known for a high incidence of prostitution. They noticed the suspect nearby waving at passing motorists in attempts to gain their attention. After observing the suspect for some time, she was detained and cited for loitering for prostitution.
On 9/12/08 at 12:12 AM, officers Rene Nielsen and Fortuno were in full uniform and in an unmarked vehicle in the area of Sutter Street and Leavenworth Street known for a high incidence of prostitution. The officers noticed three suspects walking slowly down Leavenworth Street between Bush Street and Sutter while aggressively stopping several males and attempting to engage in conversation with them. The suspects were further observed attempting to gain the attention of many passing vehicles. After a prolonged observation of the suspects’ behavior, they were detained and cite for loitering for prostitution.
Crimes of Note:
On 9/07/08 at 11:55 PM officers, Gallagher and Shastri were working a mobile uniform patrol in a marked police vehicle when flagged down at Post Street and Leavenworth Street by an unknown female. She pointed to a suspect who was walking away, stating that he had ‘smashed a car window and grabbed a black case.’ She also identified the robbed vehicle.
