Captain’s Comments
I am just back from a quick trip to the Eastern Sierras. The sights were great at Mono Lake, Devil’s Postpile, Gem Lake, June Lake and Mammoth Mountain. I even ran into a bunch of tourists trying to figure out the Italian script on the back of their Caffe Roma t-shirts at the foot of Rainbow Falls. Familiar with the credo, I translated, Tony would be proud. While I was there I happened to pick up a local paper to see how crime took a vacation as well. The good news is that their worst report was a demolished and pilfered kitchen and pantry. The suspect was a four legged 350 pound local, covered in dark brown fur. I wonder how they manage Community Policing with those guys.
Yesterday was officially the first day of Fall and our event calendar fills up quickly. In October we have the 10/10 Parade and Festival in Chinatown on 10/04/08 and of course, Fleet Week at Fisherman’s Wharf on 10/9-10/12. At the end of the month we expect revelers of all ages and costume to come into the district for Halloween on Friday 10/31/08.
Broadway and the area has been active. See below for statistics. We have had help with new Central Lieutenant Harry Pierson and Night Captain Dave Lazar directing troops from Central Station, the Market Street Beat, the Traffic Violence Reduction squad and others. The SF Sheriff continues to be a great ally with a bus on Broadway every weekend to assist in booking prisoners. They were very busy Saturday night into Sunday morning.

The Traffic Company Violence Reduction Unit assistance was very helpful indeed, with a reported 41 citations issued, 5 vehicles towed, 6 reports made and 7 arrests made. The best arrest of the night occurred when Solo Motorcycle Officer Jim Riordan was told by a motorist that a group of 4 Latin males and a black male robbed him at Sansome and Broadway on 9/20/08 at 1:40 AM. On 9/16/08 at 8:25 PM, Officers Sher Khan and Carew were in full uniform and driving a marked police vehicle southbound on Hyde near Golden Gate Avenue when they observed the subject male smoking from a glass cylinder commonly known as a ‘crack pipe.’ When the officers approached him, he dropped the pipe claiming he ‘had no crack and that he was out on probation.’ He was arrested and searched which revealed various drugs inn his pockets. He was booked on narcotics paraphernalia.
On 9/17/08 at 11:30 PM Officer Steven Wonder while at Central Station was contacted by officer Manning advising him that he was in the process of handling a burglary report whereby a video image of the suspect was captured on a business security camera. It was common knowledge by the officers that the district had numerous window smashing burglaries (approximately 11 to 12 over a 10 day period). Without the proper equipment, officer Manning was having difficulty in copying the image so officers Wonder and Vales responded to the scene at Powell Street near Sutter Street to assist. Upon arrival officer, Vales recognized the suspect with some certainty and took a photograph of the video with his iPhone of the suspect’s image.
Upon returning to the Central Station officer Manning informed them that he had communicated with Inspector Hill of Burglary Division who identified a possible suspect having similar methods of operation involving the smashing of windows in the course of burglary and thus known as the ‘river rock burglar’ due largely to his use of a river rock to smash the windows. This suspect was a recently released parolee from San Quentin and believed to be in the area. Officer Vales secured the suspect’s photograph and arrest profile which was immediately recognized as the suspect involved in the recent burglary.
On the next morning at approximately 4:00 AM, officers Wonder and Vales initiated a vigilant search around the area previously targeted by the suspect. Shortly at 4:45 they observed the suspect near Bush Street and Stockton Street watching the businesses in the vicinity. He variously concealed himself when he saw someone approaching all the while surveying the business closely. The officers noticed that when a marked police vehicle approached he immediately walked away briskly attempting to avoid the police. Officers Wonder and Vales detained him and identified him as the suspect previously photographed by the business security camera as the burglar. He was taken into custody and booked for burglary, forcible entry and violation of parole.
On 9/18/08 at 1:45 AM, Officer Mary Godfrey responded to a site at Pine Street near Kearny Street concerning a broken window and bullet lying on the site. The owner of the site was interviewed who heard or saw no suspects. The officer collected the bullet and photographed the bullet holed window and filed a respective report.

the 1000 block of Sansome where the victim identified the main suspect who tore a necklace and chain from his neck.
Prostitution: The “Victim-less Crime” that keeps on giving: Recently a doctor in San Francisco cited a study of 247 prostitutes who participated in a questionnaire where it was revealed that over 80% had some form of an STD, (sexually transmitted disease). The UCSF based study also indicated that 56% or higher reported unprotected sex with ‘clients’.
On 9/16/08 at 11:18 PM Officer Rene Nielsen was in plain clothes and in an unmarked vehicle in the area of Larkin Street and Pine Street, an area known for high incidence of street prostitution. The officer recognized the suspect from prior prostitution related incidents; she was observed waving at passing motorists attempting to gain their attention. The suspect was ultimately detained and cited for loitering for the purpose of prostitution.
On 9/17/08 at 12:33 AM Officer Rene Nielsen was in plain clothes and in an unmarked vehicle in the area of Larkin Street and Sutter Street an area known for its high incidence of prostitution. The officer noticed two suspects walking and waving and yelling at numerous passing motorists attempting to gain their attention. The officer detained and cited the two suspects for loitering for the purpose of prostitution.

On 9/11/08 at 2:33 AM Officers Mark Milligan and Brakel responded to the corner of Vallejo Street and Jones Street regarding a person screaming for help. Upon their arrival they were flagged down by the victim claiming he was robbed at gunpoint by two males who fled on foot Southbound on Jones Street. The victim refused medical assistance and was issued a Victim of Violent Crime Form.On 9/15/08 at 11:45 PM Officers Christopher Olson and Cummings were dispatched to the area of Jefferson Street and Taylor Street regarding eight males tagging businesses in the area. A suspect was detained and pat searched, revealing something ‘hard.’ It was a camera with the suspect stating he was not tagging but that he had taken photos of people doing the tagging. The suspect willingly showed the video footage identifying three other suspects; they were located and detained with one being a juvenile who was cited and released. The adults were booked on vandalism/graffiti charges.
