Very interesting video and good to see you followed up your trip with some in depth research that brought more attention to the issue.
Found a short article on the graveyard (w/ pics) after watching your video. Talks more about the EU agreement, the locals, and mentions the make-shift kind of boat you caught on camera as the scrap metal workers were floating in to shore. They call the boats 'floating coffins' and they're just a collection of floating junk wrapped in a net.
