“Arm yourself….with knowledge!”

Captain’s Comments



Situational awareness is a phrase making the rounds these days. It simply means that you should be aware of your surroundings, behaviors of others and what the history is in the area that you are or will be at. That means that if you are in an area where cars are being boosted, to keep valuables out of the car or at least out of sight. It means that if there is a rash of robberies at a particular area at a specific time, to be mindful of others, have keys at the ready and take a buddy with you whenever possible.

Today is the ‘Big Drill’ day for Earthquake preparedness. At noon, seek out a safe spot in your home or business and get there to practice. Make sure it is reinforced, away from windows and away from falling lights, shelves and other objects. If you live in California, and San Francisco in particular, situational awareness means that you should be ready for an earthquake happening sometime soon. They always say “It’s not if, but when…” That means like death and taxes, the next quake will indeed happen. It is also a good time to know your buildings evacuation plan and your own plans for transportation and re-unification with family after such a big event.

It’s dark early in the morning and dark early in the evening these days. Remember to wear reflective clothing or put some on someone you care about if they are traveling during hours of darkness. Remember too to put those lights and reflectors on your bike and use them. With Halloween coming, I can’t stress enough the importance of traffic safety for motorists and pedestrians alike.

Crimes of Note
10/14/08—5:40PM at Jones Street and Bush Street Officers Ngawang Bista and Nico Discenza spotted and stopped a vehicle in violation of a ‘Tinted Window’ and cracked windshield. Subsequent inquiry resulted in finding the driver in violation of a ‘stay away’

      10/16/08—11:30PM at Post Street and Larkin Street, Officers Minh Du and Rene Nielsen arrested a 38 year old woman for loitering for the purpose of prostitution.

      Halloween Safety Tips:
      1. Costumes should fit correctly so kids won't trip on them. Wear light-colored costumes so you can be seen easily at night.
      2. Kids should not try to Trick or Treat by themselves. They should go with an adult and a group of friends.
      3. Map out where you and your friends will be going. Visit only the well-lighted houses.
      4. Trick or Treat while it is still light out; always bring a flashlight, it may get dark. Wear a reflective costume or stickers.
      5. Pick well-lighted streets. Walk on the sidewalks. Do not take shortcuts or alleys!
      6. Only accept candy at a person's front door. Do not go inside of a house or into someone's car.
      7. Have a back-up plan in case you get separated from your group. Carry a cell phone or a walkie-talkie or money for a pay phone, and the number of a trusted adult.
      8. Don't eat any candy until you get home. Have an adult check to make sure there are no tricks in your treats! If there is any suspicious candy, contact your local police station.

      Be a Part of PERF’s Organizational Assessment of the SFPD
      As you may know, the Controller’ Office contracted with the Police Executive Research Forum (PERF), to conduct an organizational assessment of the San Francisco Police Department on a variety of topics including organizational structure, staffing and use of force.       order in the vicinity he was stopped and arrested accordingly; upon a vehicle search a unregistered loaded firearm was discovered and seized; the subject was booked for possession of a loaded firearm.

      10/15/08—11:30PM at 400 block of Jefferson Street Officers Thomas Costello and Kevin Richins responded to a man causing physical disruption in a bar. Upon arrival at the scene, Officers Seth Riskin, Mark Milligan, and, Howard Chow were present and assisting; ultimately, the suspect was identified and arrested for aggravated assault, malicious mischief and vandalism to property.

      10/15/08—11:00PM Officer Kimberly Koltzoff responded to a report of a trespasser at a hotel on the 400 block of Geary Street. The hotel employee identified two possible suspects who were detained and held at the scene by assisting Officers Ciudad and Brandolino; one subject was ultimately booked for an active parole violation.

      10/17/08—1:40AM at a night club located in the 400 block of Broadway Street Officers Matt Sullivan and August responded to a report of an assault on a female employee of adult entertainment; the victim was interviewed and the assailant’s description noted.

      10/17/08—6:40AM Officer Thomas Cunnane responded to a report of an aggressive panhandler at a hotel on the 400 block of Geary Street. The suspect was identified and questioned by the officer. This suspect known by the officer as having a felon record of violent behavior became agitated and aggressive, fleeing down Taylor Street. Back up having been called by the officer caught and detained the subject who was arrested for resisting, delaying and obstructing officer duties and aggressive solicitation.

      10/18/08 –2:30PM Officer Al Ciudad responded to a report of a female suspect brandishing a knife on a security personnel at a hotel on the 300 block of Powell Street. The suspect was cited and released.

      10/20/08—2:15 AM Officers Brandon Thompson and Jeremy Cummings responded to an attempted car theft; upon arrival at the scene, Sergeants Edward Anzore and Kane were there having detained the suspect while in the vehicle broken and entered by the suspect. The suspect was booked for vehicle burglary, possession of burglary tools and parole violation.
      Prostitution
      10/14/08—9:00PM at Post Street and Hyde Street: Officer Rene Nielsen arrested a woman soliciting for prostitution who had been active recently in the area. During the booking search suspected heroin was discovered with the suspect charged with possession of drugs and having an outstanding warrant as well; The following day at midnight in the same area, Officer Nielsen arrested a 41 year old woman for soliciting for prostitution.
