The new rules would be among the most controversial deregulatory steps of the Bush era and could be difficult for his successor to undo. Some would ease or lift constraints on private industry, including power plants, mines and farms.
Once such rules take effect, they typically can be undone only through a laborious new regulatory proceeding, including lengthy periods of public comment, drafting and mandated reanalysis.
As many as 90 new regulations are in the works, and at least nine of them are considered "economically significant" because they impose costs or promote societal benefits that exceed $100 million annually. They include new rules governing employees who take family- and medical-related leaves, new standards for preventing or containing oil spills, and a simplified process for settling real estate transactions.
Two other rules nearing completion would , a major energy industry goal for the past eight years that is strenuously opposed by Democratic lawmakers and environmental groups.
Deregulation being push by Bush includes:
1. easing limits on pollution from power plants, According to the EPA's estimate, it would allow millions of tons of additional carbon dioxide into the atmosphere annually, worsening global warming.
2. easing limits on emissions from coal-fired power plants near national parks.
3. allowing increased emissions from oil refineries, chemical factories and other industrial plants with complex manufacturing operations.
4. clearing obstacles to some commercial ocean-fishing activities, such as catch limits
5. easing controls on emissions of pollutants that contribute to global warming
6. lifting a key restriction on mountaintop coal mining
7. relaxing drinking-water standards

Congress should stop this. Republicans, Democrats, Independents and other parties should work together to STOP THIS DOMESTIC TERRORIST (a.k.a Bush). He has used his power to destroy the constitution, ruin the U.S. reputation and is probably gathering money to leave the U.S. and live prosperously elsewhere (like other dictators do).
To Congress: Do your job to stop him. We U.S. citizens are doing ours by voting for the right person for the job.

the only way dissent to this bill will be known is if we, the american people who found out about this bill call our leaders and let them know how we feel. these policies are not like the bailout. there is no gray area whether or not these policies are need like the bailout. to do this in our period that we have now of increased awareness of global warming is to directly spit in the faces of the inhabitants of our global enviorment

But Americans deserve this because they wont do anything about it... This man went to war on a lie, for oil, over 4000 American citizens died in Iraq so a few can get rich off oil.
Bush is getting away with this and he knows it, so why not do some more damage, he knows nothing will happen so why not, Bush and Co. dont care, they are above the law and they know it.
I still dont understand some of these hard working Americans that are suffering so much because of all this bullshit that has been going on last few years, that still support this man. In their mind we are still best at everything and the strongest. :(
