Halloween has come and gone and as you can see by the Broadway statistics following these comments, it was just another weekend on Broadway. The convergence of Halloween on a Friday night, a Critical Mass event and Broadway patrons were adroitly handled by assigned officers.
One of the lesser known and very important assignments at Central is that of the “70” units. Officers in this unit respond to calls of homeless, indigent, disabled, mentally challenged and substance abusive people. Most of these calls are from citizens concerned about the welfare of the person on the street. Sometimes it is an obvious problem such as an infected wound, an altered mental state, dirty clothing, little or no personal hygiene, drunk in public etc. Other times it is a person interfering with the operation of a business or camped out on, or in, a doorstep. No matter the reason, officers are requested to respond, handle the person and solve the problem.
Catherine (Cathy) Daly and Sanjay Shastri are the two officers assigned in the Central. Cathy and Sanjay have been in the PD for over eighteen years and assigned to the 70 unit for over four years each. Both officers have developed the required skills and resources to deal with a very difficult population. A whole newsletter could be dedicated to the efforts of these two and only the surface of the problem would be scratched. The officers work in concert with SFFD, DPH and the Mayor’s Office. Recently, after much work and continued follow-up, four long term street people were placed into permanent housing. One was a woman who lived on the street, in the area of Battery and Pine for sixteen years, with a dog and sometimes a cat.
Cathy Daly requested I inform readers that all vacant or operating storefronts have a 25MPC Poster in the window. Section 25 of the Municipal Police Code gives a Police Officer the ability to act as an agent for the property owner 24 hours a day. This allows officers to request people leave doorways or other areas of private property when the owner is not present. Property owners, property managers or business operators may request a 25 MPC poster. Requirements are to fill out the form, place a copy in the window of the premises and return one to be filed at the station. To request a 25 MPC poster, call 315-2400 and leave a message with your name and phone number. You will be contacted about completing the procedure.

thereafter, they heard from Sgt Martin Lalor who informed them he had two men and a vehicle detained. A cold-show was held and the victim ultimately identified them resulting in an arrest for robbery with a knife.
10/28/08 at 1:47 AM Officers Thomas McWilliams and Jeremy Cummings responded to a reported assault in the 500 block of Francisco Street. Upon arrival the officers observed the suspect’s vehicle driving erratically and at high speeds in the area. The suspect then stopped and attempted to park. The officers approached him and made contact. Officer Cummings, who was standing next to the front passenger side of the vehicle, noticed a handgun sticking out of a purse. The officers ordered the suspect out of the vehicle. The suspect resisted leading the officers to physically extract him from the car and place him under arrest. The suspect claimed that he was visiting his former girl friend. Incident to the arrest an inventory of the vehicle revealed, two twelve gauge shotgun shells and drugs. A computer check revealed the suspect to be a convicted felon. The victim stated that she was unharmed and did not require medical attention. The suspect was booked for being in possession of a loaded firearm by a prohibited person (convicted felon).
10/29/08 at 1:11 AM, Officers Kevin Worrell and Brendan Thompson were dispatched to Washington Street and Davis Street on a report of an auto burglary. Upon arriving on the scene, Officers Lynn Pomatto, and Ngawal Bista were waiting and assisted in interviewing the suspect, witness, and victim. Ultimately, the suspect was searched and stolen items were found on his person. The suspect was booked for vehicle burglary and possession of stolen property.
Prostitution
10/28/08 at 10:26 PM, Officer Rene Nielsen was in plain clothes and working the area of Post Street and Hyde Street, an area known for its high incidence of street level prostitution. The officer observed the suspect’s behavior for an extended time and watched as she waved at passing motorists and stopped numerous passing male pedestrians. When the officer detained her asking what she was doing she replied that she ‘needed to make money to pay her rent.’ The suspect was cited for loitering for the purpose of prostitution.
10/29/08 at 1:09 AM, Officer Nielsen working the area of the 800 block of Geary Street observed the suspect’s actions which resulted in her propositioning the officer. She was cited for loitering for the purpose of prostitution and solicitation for prostitution.

10/27/08 at 4:50 AM, Officers Matt Sullivan and Tina To were dispatched to Bush Street and Hyde Street regarding a man walking up and down the street looking at (‘casing’) vehicles. This suspect was observed by a witness and description communicated to the officers. Upon arrival, the suspect was recognized by Officer Sullivan from prior contacts. Shortly thereafter the suspect was seen rummaging through the front seat of a vehicle and exiting with various electronic products. The officers identified themselves as police and ordered the suspect to ‘halt’ and remain in place. Disregarding the order, the suspect dropped the stolen items and fled. The suspect was immediately apprehended and placed under arrest. The suspect did admit to taking an item from the vehicle and was booked for burglary/vehicle, probation violation, and, resisting, delaying, or obstructing peace officers duties.
10/27/08 at 4:38 PM, Officers Warren Lee and Robert Kellogg were dispatched on a report of a robbery with a knife in the vicinity of Clay Street and Larkin Street. The victim stated that she was walking along Turk Street near Hyde Street when two male suspects asked if she wanted a ride home; she accepted, entered the vehicle and sat next to a suspect. The suspect grabbed her around the neck holding a large hunting knife to her neck, seizing her purse, taking the currency, pushing her out of the vehicle and driving off. The victim sustained small bruises and lacerations but declined medical attention. The suspect’s descriptions were communicated to all officers in the vicinity. Shortly
