Captain’s Comments
Sometimes these newsletters write themselves, (yeah, I wish!). Each month the District Police Captains give briefings to the Patrol Deputy Chief and Commander and sometimes the Chief. The power point presentations consist of information about the district, crime statistics and crime issues and how we address them. There are also components of management, such as how many times “Use of Force” occurs each month.
In January we had 12 reported uses of force by officers. The use of force continuum starts as a pain compliance hold, to a baton strike, to a carotid hold, to chemical agent, less lethal shotgun, all the way to the use of deadly force. Twelve times in a month may seem like a large number, but broken down by incident, it makes sense. The most telling number was that at least in nine of the twelve instances, the suspect involved was inebriated to some extent by alcohol and or drugs. In four cases the individual was inside or immediately outside a bar or club. One woman had a large bottle of alcohol in each hand and didn’t want to part with either; in three cases the officers arrived to break up assaults on doormen by unruly patrons. Guns were involved in two cases where one man had just robbed an establishment in another district and brandished the handgun at a security officer shortly before police were called. In the second case, at a domestic violence incident, the drunken suspect showed up at the door with a handgun concealed in his hand behind his back. In another domestic violence case, a very large combatant took about a half dozen officers to subdue him. Finally, in one case, a mastoid technique was used on a drug salesman who attempted to swallow the product, crack cocaine, before the officers could arrest him. All told, I would say that the use of force used was appropriate and judiciously used. Considering all the calls for service where a suspect(s) is under the influence of alcohol, drugs or mental illness, the numbers are not so surprising after all.
Town Hall Meeting
Last week Supervisor of District 3, David Chiu held a town hall meeting with the community and representatives from Police, Fire, Traffic and Parking, Rec and Park, Muni, Planning, PUC, Public Works, Public Health and other City Departments. There was a good turn out and several issues were discussed, most notably budget restraints and layoffs at some departments. Volunteerism will truly be needed to bridge the gap to keep our neighborhoods clean and safe.

A new website about the SFPD is now up and running. The website includes information about the whole department and includes highlights and contact information for all ten district stations. The blog, launched by the Mayor’s Office of Criminal Justice, can be accessed at: www.SFPublicSafety.com
SAFE stands for Safety Awareness For Everyone and it is a valuable crime prevention organization. Grab and Run Shoplifters have been active of late, especially near our retail areas of the district. Plainclothes officers have made good arrests at locations where patterns of the thefts have occurred. Merchants can help yourselves by being alert, greeting patrons and by checking out the SAFE website for tips on loss prevention. SAFE can also do a security survey and report on businesses and homes. Reward! Check out the www.sfgov.org/police website for rewards for Homicide information, Graffiti information and when giving tips on illegal guns in San Francisco. Rewards are enumerated from $250 for Graffiti to $1,000 for guns to and up to $10,000 or more for information leading to the arrest on some homicides.
Traffic Concerns: With the wet weather be sure to keep your hands on the wheel and ears unobstructed. Talking on the cell phone is not advised, but if you must, it must be hands free. Wearing ear buds from MP3 players is also illegal.

The Community Police Academy is a 15-week program that meets once a week and is designed to inform and teach interested participants various aspects of municipal policing, including patrol and investigations procedures, vehicle operations, arrest and control techniques, firearm procedures and emergency communications.
The Academy’s goals are to develop community awareness through education and to develop a closer understanding and working relationship between the San Francisco Police Department and its communities. Members of the community are encouraged to join and learn about the San Francisco Police Department. Participants can ask questions and offer comments within each class. The next class is scheduled to start on February 17, 2009. We now also have a Youth Community Police Academy, geared towards high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program coordinator after an application process. Enrollment is limited to twenty-five students per class.

Crimes of Note:
Numerous officers from Central Station and the Honda Unit responded to the area of Sacramento and Stockton on Sunday, 3/1/09 at 11:20 PM. A white male in his 30’s was seen brandishing an ‘assault rifle” from his moving car at pedestrians in the area. Officer Mary Godfrey and several other units converged and observed the vehicle in a black Mercedes. After a short chase, the suspect was stopped and removed from the vehicle with what turned out to be a replica assault rifle but very real hunting knife.2/24/09 at 6 AM on the 900 block of Kearny, Plainclothes Officers Scott Korte and John Ferrando made an arrest of an individual for at least two armed robberies after their lengthy investigation. The suspect was wanted on a US Marshall criminal warrant.
On 2/26/09 between 1 PM and 5 PM, three juvenile suspects from SF and Fairfield made their way through two locations on the 1300 block of Sansome and on the 1100 block of Battery Street attempting to steal laptop computers and small electronics. The suspects were nabbed by security at the Battery location and were held for police. Four cell phones and three laptop computers were recovered.
2/27/09 at 11:35 PM, a woman walking on the 700 block of Union was assaulted by 2 young black male suspects between 16 and 20 years old. The suspects attempted to pull off her backpack but at one point gave up and ran off. They were described as wearing a white and a black sweatshirt with graffiti writing on each and blue jeans on both.
2/28/09 at 1 AM near Union Square, a group of men and women from San Jose were set upon by several individuals hurling sexual and racial insults. The group persisted until they began physical assaults as well. Officers responded to a call of a large fight between two groups with weapons. Officers Martin Garay and Steven Gomez sorted out the situation and ended up arresting three individuals and releasing two for a hate crime and battery
2/28/09 at 9 AM, on the 1100 block of Grant Avenue, a black male 30 years old entered the bank and demanded money from the clerk. The suspect claimed to have a gun and handed over a shopping bag to be filled. The suspect fled the bank but was apprehended soon thereafter by Officers at Van Ness and Turk Streets, still holding the cash and hand gun.
3/1/09 at 2 PM – Drug Deal Gone Bad- An individual from Redway California admittedly was at Portsmouth Square to sell three pounds of marijuana to another white male. The suspect and another white male in his 20’s arrived with a handgun and fled in a vehicle after robbing the marijuana seller.
3/1/09 at 8:30 PM on the 800 block of Pacifica in the Public Housing, Plainclothes Officers Scott Korte and John Ferrando made an arrest of an individual suspected of distributing ‘Ecstasy’ and marijuana in the complex.
3/2/09 at 1 AM on the 1900 block of Larkin Street Officers Brandon Thompson and Thomas McWilliams observed a 21 year old Asian male spray painting a large wall. The officers attempted to stop the individual who in turn began running. The suspect from Ross, California was apprehended after a short chase. The ‘tag’ “RBR” was done in bubble writing.

Graffiti vandals have scarred North Beach and Chinatown of late. Please call 911 if you see acts of graffiti or other vandalism in progress. Use 311 to report the mess to get it cleaned up asap. There is a reward for information leading to the arrest and conviction of graffiti vandals of up to $250.

=================================Despite the rain: Friday night there were three large fights, large crowds required police attention and one individual fell and lost consciousness at Broadway and Kearny, requiring a ride to the hospital.
Saturday was busy as well with a few fights, a robbery at Vallejo and Kearny and another at Union and Grant Avenue. Three drunken arrests were made of combatants leaving a club on the 400 block of Broadway.
2/28/09 at 600 block of Broadway, two intoxicated individuals were seen fighting in the street. One local transient was knocked to the ground and stayed there until attended to by Police and Ambulance.
2/28/09 at 2 AM, police were called to a report of an individual lying face down, bleeding and unconscious at Broadway and Kearny. The individual was revived and seemed to have been imbibing before he fell of his own volition. As Officers attended to the individual, they were set upon by a group of intoxicated young men who objected to the street being closed off. One 24 year old drunken man from San Mateo was arrested for attempting to fight with officers.
3/1/09 at 1:35 hours, Plainclothes Officers Eric Tapang and Angel Lozano observed a hand to hand sale of marijuana on the 400 block of Broadway. A Richmond and a Fairfield man were arrested. The same officers were driving a short while later on the 400 block of Broadway when they were stopped by a man from Granite Bay, drunk and standing in a lane of traffic. That individual was booked as well.
