OK, so it is a glow-stick without the stick. If this is economical enough and if properly packaged, it could find it's way into the emergency response kits in police cars/fire trucks: break a bag within a bag shake to mix, pour on the ground around a night time accident scene as a awarning light and for additional scene lighting.
