Seems that hard economic times are breaking through to everyone and everywhere- even the runway. Atlanta is not the only place getting frugal- this is becoming a universal fashion movement. its to make sure fashion survives and is able to cater to everyone. its also imperative for the survival of smaller designers. Chic maybe can be cheap?
