It appears as though recent moves in the U.S. to improve energy efficiency and regulate emissions are becoming contagious. Preliminary efforts in Congress to pass an energy and climate bill in line with the reality of society’s impact on the global environment is spreading to China, the world’s number one emitter of greenhouse gases.China's Ministry of Finance is doing research on a proposal to pass a carbon tax on its own business community in an effort to lower greenhouse gas emissions within the country. “At a time when calls for the globe to control emissions of carbon dioxide are growing louder...promotion of environmental taxes is much needed,” Su Ming, deputy director of an institute under China's Ministry of Finance said.
