Today, July 1, 2009, marks the beginning of a new budget year. Most states are in the shitter, and California is no exception. Meanwhile marijuana is still taboo, even though it could bring in HUGE revenue. So, thanks to the govt. for keeping the black market dealers in business while allowing social programs to be cut.
