I reckon Lex Luthor (also played by Kevin Spacey) would go well on that list. He's a great villain. Cold and evil with just a tinge of camp. Plus he comes out with great lines like:
Lois Lane: But millions of people will die!
Lex Luthor: Billions! Once again, the press underestimates me. -
Patrick Bateman. Wait, does he count as a bad guy?
If not, Hannibal Lecter.

Don't think I'd say Darth Vader was charismatic though. I thnk you need to see people's eyes to get drawn in by them!
