On the eve of discussions between Dmitri Medvedev and Barack Obama, that will take place on July 6th in Moscow, Russia and the United States face an ambitious task. Both parties are planning to sign a document which is slated to replace the current nuclear non-proliferation treaty (START-1). Intense negotiations are expected between Moscow and Washington concerning the bilateral limitation of the number of nuclear warheads and rockets. During their first meeting in April, in London, on the sidelines of the G8, both presidents had announced their intentions to replace the START-1 treaty which expires on December 5th, 2009. But according to Russian daily Kommersant, ' Russians and Americans still cannot agree on the scale and reduction modalities of their nuclear arsenals '.
