I have never heard about this, but it seems that Russian engineers had been trying ,for almost four decades, to produce the Super String Transportation System.
This new vision for transport was to replace the traditional modes of getting around, by suspending cars from thin wires -- virtually invisible to the naked-eye -- which would carry these cars around at up to speeds of 300mph.
The idea behind it is undoubtedly futuristic, however I believe the designers were thinking too far ahead. There are various images of the concept at the link.
