UPS manager accused of stealing package, sells the drugs inside

The bigger question is:
Why is the FBI allowed to ask businesses to rat out citizens?
I understand the FBI and CIA and Homeland Security are asking tv repair, cable companies, phone companies, plumbers to spy on a persons home when they are inside it since it is not lawful for the police to search without a warrant, the Fed is using people to spy on others, this should be stopped, it is against the Bill of Rights.
