Some people should never leave the city. Even more people should never leave there house. I see people all the time out in the Bays that have no business being out on the water. Most have no idea how to run a boat or who has the right of way. I have been so close to getting run over by powerboats a couple of times. I think they believe it's funny to swamp us Kayakers.

Yep works for me. I get lost all the time when I go in the woods. I have never had to ask for help to get out though.

He's right - these people are irresponsible if they think that just because they have this location device that they are guaranteed a perfect hike experience, especially if they are going to do more than they can handle.
If it's just like the 911 telephone line, it should be treated as such - if you activate it for a non-emergency, you should have to pay for the resources used to find your stupid self.
