WASHINGTON — California has taken a major step toward creating a broad-based trading system to limit emissions of pollutants blamed for harmful climate change.The California Air Resources Board, often a trailblazer in environmental regulation, released a draft rule on Tuesday establishing a cap-and-trade program that sets a declining ceiling on emissions of greenhouse gases and allows companies to buy and sell permits to meet it.
California’s goal is to reduce greenhouse gas emissions to 1990 levels by 2020. The proposed system would begin in 2012 with 600 major sources of global warming pollutants, including power plants, refineries and concrete factories.
Similar proposals to reduce emissions are stalled in Congress with little hope of moving through this year. And next month, world governments will assemble in Copenhagen to discuss the issue but are not expected to produce any binding agreements on how to reduce greenhouse gas emissions globally.
Gov. Arnold Schwarzenegger said the new rules would help California address a serious environmental problem, while giving companies flexibility in meeting clean-air goals.
The proposed rule also includes reductions in emissions from industrial and transportation fuels beginning in 2015.
California joins a number of other states and regions, including the 10 states of the Northeast, in moving ahead with programs to address global warming as Congress debates a nationwide program. One point of dispute in the legislation is whether the federal government will pre-empt these local and regional efforts and create a single national cap-and-trade program.

If you will procure yourself copies of the Temperature and CO2 charts Gore uses to hammer home his agenda and over lay them, you will find that CO2 levels actually follow temperature change not the other way around. If you will investigate the data used for those charts you will find that he altered the data for around 5 thousand years ago when temperature and CO2 levels were much, much higher than they are currently. Yes, the climate changes, it warms, it cools. It has cycles it goes through. It's our pollution of the land, water and air that is an issue for sustainability of life on the planet. Not the cyclical warming and cooling of it. Ever wonder why it has been renamed Climate Change from Global Warming? It's because since the year 2000 there has been a steady cooling taking place which debunks the Global Warming political machine's claims. The sun drives our climate more than anything else. If you read, investigate, educate yourself, you will find that human activity accounts for around .03 percent of the forces driving our climate. And yes, almost all of manufacturing has been moved to third world countries because the Corporate mongers want more money in their coffers at the expense of the environment and labor. They even want to blame cows, some 100 million of them for their farts causing global warming. If you think about it, how can 100 million cows out fart close to seven billion human beings that fart on average 13 times a day. Not to mention the CO2 we exhale with every breath. At one time the Sahara was lush and fruitful. Now it is a desert and growing. Humans didn't make the climate change then. It is part of the cycle. We can't stop it.
What we can do is stop polluting the land, air and water which is ruining livable lands. And stop clear cutting our forests which are responsible for recycling all that CO2 we exhale and turning it into Oxygen. There is a deep well of guilt in the West for the prosperity we enjoy. Our political centre has indeed shifted leftward. I do not argue that those who are eager to believe in AGW are all paid up members of a secret plot. I do think they are overwhelmingly members of an articulate, but feeble-minded liberal middle class, and consider it their duty to educate the ignorant masses about the realities of global warming/pollution/imperialism. It is certainly the case that some among them are absolutely working for the downfall of democratic capitalism. We know that because they say so.
You do not deal with the complete absence in the mainstream media of reference to the scientists who disagree. They are ‘disappeared’ from the scene. That is not the effect merely of these emails. It is the consequence of a media, even a liberal culture which refuses to contemplate the possibility that its fond, cherished beliefs might be wrong. That is really the more charitable interpretation. The less charitable, true I’m afraid of many ‘believers’, is that actually they don’t believe. They recognise AGW as a way of obtaining what they want, and therefore aren’t the least bit interested in open reasoned debate (nor in 'saving the planet'). Hence the lack of interest in technological fixes, nuclear power and so on.
As for subverting the political system, they do not need to. If they can control the public debate, they control politics. What liberals want to subvert is capitalism. Whether we call that a political movement or a conspiracy is much of a muchness.

Climate change is a real issue.
For those who think that this is just a passing fad, you are 100% incorrect.
High CO2 emissions have been linked to higher average temperatures. Higher temperatures are causing glacial melting. When glaciers melt, water is released into open ocean, causing sea level rise. When sea levels rise, land will flood. If you think that the release of CO2 isn't a big deal, you should do some research. Everything is connected. - 3 months ago

America accounts for 20% of all the CO2, look at everyone else. And when it comes to "Per Capita" we're almost not even in the top 10! USA - 9th.
If you wanna REALLY solve the CO2 problem, you have to impose HARSH CO2 emissions standard sanctions on allllllllllllllllllllllllllllllllllllllllllllllllllllllllll of the third world.

The "horrors" presented by climate change alarmists are all simply changes, not in themselves good or bad. Just a disruption of the status quo, occurring over a period of centuries. Less rain here, more rain there. Desertification here, but a reversal of it there. Even the image of rising sea levels is ludicrously inconsequential. So, Tuvavo might dissappear beneath the waves ( although that event is already running years behind predictions ) but so what, 4000 people live there. They can go live somewhere else. Even if it was 40,000, 400,000 or even 4 million displaced, thats a figure dwarfed by the migrations that occurr world-wide anyway.
So WHAT exactly IS so bad about the worst that can happen? NOTHING!
But theres a more fundamental question for you: "Why the hell should I give a damn". Why the hell should I make sacrifices of lifestyle or materially for the benefit of people I do not know, in another part of the world that has no relevance to me. There is absolutely no rational reason why I, or anyone else, should.
You might say that makes me a selfish person. But thats a moral judgement, not an objective reason as to why I should give a damn. Just for the record, I am a selfish person. EVERYONE is, ultimately. When confronted by the notional dilemma, "We will cause you extreme pain unless you press that button to kill a million unseen strangers", almost EVERYONE will ultimately press that button. Most people deny it, but thats only a self-deception. In fact, ample scientific research demonstrates that it takes far less to get people to commit acts harmful to strangers. Knowing this, I prefer to be honest. I would press the button every time.
So why the hell should I give a damn about climate change?
Which is all beside the matter of whether AGW is legitimate science. It isnt. I do so with no axe to grind, because, as I have declared, I dont give a damn either way.
Neo environmentalism is a symptom of the self loathing perpetuated by the left who hate that which allowed them to flourish. Namely vibrant advanced western democracy.

The more disgusting part is how they manipulated the data sets to fit their needs for the MBH98/99 temperature graph. I read ~50 pages on it in a book and it's clear what they did. They faked numbers and made 'estimates', it's insane to call that science! They erased the whole MWP!

Oh my... We can't wait for the third world. But you made an important point. Developing nations do contribute to global warming. Indonesia signed off quickly indicating they are willing. On the other hand, Indonesia doesn't seem to be able to control the destruction of their own rain forests. The nation is chaotic, even when they had Suharto as a dictator. Yodhoyono is better, but that doesn't mean everyone will cooperate.
I still say the only choice is to go forward.
