What defines an election -- the winner or the issues?

Peter Levine (no relation) ponders a Washington Post front-page article titled "The Seven Things You Need to Know about the 2008 Race." http://tinyurl.com/2am2td The questions that article poses relate to the candidates and he proposes that the article analyzes the election like you would a sports pennant race, focusing on who will win. He presents his list of "things you need to know" including "What are our problems as a country," and counters the election spectator metaphor with the option to participate as a citizen. The contrast is stark, and I think his point rings true.
