Bush turned down all offers of negotiation

In the past, he also turned down the several offers of negotiation by the Taliban who proposed to have Bin Laden delivered in such a manner as to save the faces of both the USA and Afghanistan, Bush adamantly refused. Later on, Saddam Hussein offered to go into exile in another country, provided he could take only $1 billion of his many billions with him. Again, Bush refused. This makes it quite clear that Bush will brush off any possibility of avoiding going to war with any of his designated enemies - usually the kind of "enemy" who is no threat to the USA or the world but who happens to sit atop vast oil reserves...
