I'm planning on going to a NH college or a MA, but i'm thinking about staying in NH. And the colleges that I am looking at are about $32,000. I'm doing all the scholarship things that I need to be, there just insane at this point trying to do as many as I can, and filling out all the correct forms, but time seems to be non-existent.

Alright. I realize that I am a cynic, and that the response I am giving is likely a cynical one.
If you don't want to be in debt for your education for the rest of your life, then you should go to school in a European country where the government actually pays for much more of your higher education.
Now I'll step away from the cynical reply and step up to the more realistic. Look up scholarships and government aid programs and apply like crazy. It could very likely be a tedious pain in the butt and it might not have the results that you wanted, but those are some of the more... I don't want to say practical... more intelligent options.
Also, I world of advise. It is important to watch how much you spend, but the educational value is more important. If you have a choice between colleges that you can afford, and one is more expensive while also offering a better education, I'd advise you take it.
Just out of curiosity, what state are you planning on going to college in? I ask because different states pay more money into their colleges.
An example was when I was living in Oregon, I would pay between $1,400 and $1,800 a quarter for full time credits (12 to 16 credits) I transfered to California through a specific exchange program that nullified much of the out of state fees and I ended up spending $514 for 12 semester units. I think that 12 semester units is between 16 and 18 quarter units if you do the conversion.
